Pay Range: $107,610 – $121,646 annually
** Sign-On Incentive of $5,000 **

Brief description for position:
A Senior Professional Engineer - Floodplain Management position is available with the City of Fort Worth Transportation & Public Works Stormwater Management Division, Floodplain Management Section. This position assists with reviews of hydrologic and hydraulic analyses for both public and private developments in the City of Fort Worth and surrounding extra-territorial jurisdiction to ensure that the proposed projects conform to Federal Emergency Management Agency (FEMA) and City of Fort Worth standards. We are seeking someone who understands not only the technical side of hydrology and hydraulics but also has the ability to interpret and apply these concepts to proposed projects to ensure that new developments do not increase the risk of flooding to adjacent properties or infrastructure.
In addition to development project reviews, this position will manage flood and watershed studies which will involve a combination of planning, project management, technical review, contract development and outreach. The Floodplain Management Section also manages two citywide FEMA programs - the Community Rating System (CRS), and the Cooperating Technical Partners (CTP). The CRS program provides a nationally-recognized platform to quantify and reward the higher standards and management practices that cities use to reduce flood risks. CTP leverages FEMA grant funds to update existing flood risk maps and prepare a variety of new flood risk outreach and awareness products.
Minimum Qualifications:
- Bachelor’s Degree from an accredited college or university with major course work in civil engineering or a related field and three years of professional civil engineering experience as a registered professional engineer of which two years must be within or related to floodplain management, stormwater management, or hydrology and hydraulics modelling.
- Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment.
- Possession of, or ability to obtain, an appropriate, valid Texas driver's license.
Preferred Qualifications:
- Proficient with industry standard hydrologic and hydraulic modelling software used for floodplain mapping, stormwater management, and the application of those models in the municipal and FEMA regulatory environment.
- Experience with implementing stormwater and/or floodplain management regulations working with or in a Municipality or Government Agency.
- Experience with administering a Community Rating System (CRS) program, managing Cooperating Technical Partners (CTP) program, and applying for Federal or State grants.
- Possession of a Certified Floodplain Manager (CFM) certificate, or will obtain and maintain such a Certificated within (6) months of beginning employment.
The Senior Professional Engineer – Floodplain Management job responsibilities include:
- Supervise or oversee the work of staff or consultant engineers, and provide guidance and mentoring on the application of floodplain regulations, floodplain modelling and drainage analysis.
- Coordinate with internal and external stakeholders, including external agencies, developers, and City staff members and their consultant teams on preliminary planning, hydrologic and hydraulic models, construction plans, and floodplain map revisions.
- Provide development review assistance, including attending pre-development or pre-submittal conferences, and interpreting design criteria and their application to development plans.
- Prepare flood risk awareness outreach products and the annual report for the City's participation in CRS, and identify and prioritize flood risk map updates.
- Contract and project management tasks for CTP projects, CRS, floodplain or watershed studies, and other flood risk management and mitigation tasks as needed.
- Deliver excellent written and verbal communications, including public presentations, and describe complex concepts clearly and effectively in simple easy to understand terms to all stakeholders including residents, staff, elected officials, developers, and other agencies.
- Establish and maintain effective working relationships with governmental/private/public officials and employees, and the general public.
- Conduct site visits, investigate unpermitted fill and other drainage issues, prepare and deliver notices of violation, citations, and related duties and responsibilities.
