cBEYONData is seeking a highly skilled Strategic Planner and PMO Governance Lead that will provide comprehensive support to a DoD Customer by developing both short-term and long-term strategic plans. This role is essential to aligning the program’s objectives with Congressional and DoD requirements, ensuring budget alignment, managing contracts, and executing effective governance practices. The individual will be responsible for setting clear milestones, ensuring organizational accountability, and driving mission success through methodical planning and governance.

Responsibilities:

Strategic Planning:

  • Conduct comprehensive reviews of existing program artifacts, including:
    • Congressional and Department of Defense (DoD) requirements
    • Program plans from senior leadership
    • Budget details, current and planned contracts
    • Any other relevant documentation
  • Develop detailed short-term and long-term strategic plans with specific milestones to guide the execution of the mission.
  • Assess program documentation and provide preliminary insights where access to resources is limited, identifying potential gaps that could impact strategic outcomes.
  • Engage regularly with stakeholders to adjust the strategic plans based on feedback and any new developments.

Governance Framework Development:

  • Design and implement a Program Management Office (PMO) governance framework to ensure accountability, transparency, and responsibility across the program.
  • Ensure the governance framework is adaptable to changes, allowing for revisions based on evolving program requirements and stakeholder input.
  • Establish governance best practices that align with the mission and ensure operational excellence.

Stakeholder Engagement and Reporting:

  • Collaborate with key stakeholders from both Government and contractor teams to gather necessary input, feedback, and approvals for strategic plans and governance measures.
  • Provide periodic reports on the progress of strategic plans, noting any delays or challenges encountered.
  • Maintain clear and open communication channels with Government officials and other senior leadership to ensure expectations are aligned.

Continuous Improvement:

  • Use an iterative approach to refine strategic plans and governance frameworks, adapting them as more resources and information become available.
  • Identify areas for continuous improvement within the program, ensuring that long-term success is built upon robust, flexible planning processes.

Requirements:

  • Secret security clearance
  • Bachelor’s degree in Computer Science, Information Technology, Business Management, or other equivalent degree
  • Experience in strategic planning and program management, preferably within Government or defense environments
  • Experience managing large-scale Government contracts
  • Minimum 5 years of DoD experience
  • Proven track record in developing and implementing governance frameworks for complex organizations or programs
  • Excellent communication and stakeholder management skills, with the ability to engage senior leadership effectively

Preferred Experience:

  • Expertise in project management methodologies and governance best practices
  • Familiarity with the federal budget and acquisition processes
