About the role:

  • Provide SME support to CNO Agile project management efforts and support for Agile tools/systems that are used to support UP program office execution
  • Execute Agile ceremonies associated to Program Increment and Sprint planning and execution
  • Coach and train personnel to ensures Agile practices and ceremonies are understood and executed including but not limited to backlog development, backlog refinement, estimation, release planning, Sprint planning, visible management, daily standups, retrospectives, Sprint demos, Kanban, and other relevant practices
  • Implement and maintain Dev Team plan within UP Program Office Agile project management tools
  • Develop, implement, execute, maintain, and continuously improve Agile processes to support consistent application across the entire program office
  • Develop, implement, execute, maintain, and continuously improve detailed guidance to track all work within Agile management systems for UP leadership to ensure transparency of work status and traceability of work to each hierarchical component of USCYBERCOM requirements
  • Develop, implement, execute, maintain, and continuously improve methodology to continuously groom and prioritize team backlogs that align with requirements, as well as near-term and long-term capability roadmaps
  • Develop, implement, execute, maintain, and continuously improve detailed strategy to monitor and visualize mission and/or business value, supported by metrics, of planned and delivered work for UP leadership decision support
  • Develop, implement, execute, maintain, and continuously improve Agile Workflow systems to support UP and JCWA Systems of Systems planning and execution

What we are looking for:

  • Minimum of 10 years of experience in a technical environment
  • Experience managing one or more programs
  • Experience supervising technical personnel
  • Experience with Scaled Agile and DevSecOps methodologies
  • Experience with technical requirements analysis, dependency resolution, risk management, task tracking, and schedule management
  • Experience interfacing with customer leadership, user community members, and teams of software developers
  • Bachelor’s degree or equivalent

Highly preferred:

  • Experience with a Cyber component of the Joint Cyber Warfighting Architecture (JCWA)
  • Experience with Big Data Platforms
  • Experience with Continuous Integration and Continuous Delivery (CI/CD) pipeline implementations
  • Experience with Authorization to Operate (ATO) and Certificate to Field (CtF) processes
  • Experience with Team Topologies concepts, team organization, and interaction modes
  • Experience with Jira, Confluence, and GitLab
  • Experience with conflict resolution and team building
  • Ability to professionally communicate verbally and in writing to present technical details to audiences of varying technical depth
  • Certification in Scaled Agile execution
  • Certification in program/project management

  • Active Secret security clearance
