SUMMARY

The Senior Training and Technical (T/TA) Assistance Specialist will provide training and technical assistance within the National Center for Program Management and Fiscal Operations (PMFO). This National Center, funded by the Office of Head Start (OHS), works closely with the OHS to ensure that all Head Start/Early Head Start (HS/EHS) agencies have access to current, high-quality and evidence-based information, resources, and T/TA to support program management, leadership, governance and fiscal operations. Specifically, the Senior T/TA Specialist will enhance Regional Grantee Specialists’ knowledge of program management functions and the development of EHS-Child Care Partnerships (EHS-CCP) through the provision of T/TA related to program management and partnership creation through various means including virtual technology, phone conferences, and on-site visits.


ESSENTIAL RESPONSIBILITIES

  • Develop training materials and resources to support ERSEA, program management, governance and leadership within Head Start (HS), Early Head Start and EHS-CCP programs.
  • Provide training and technical assistance on:
    • Program monitoring, self-assessment, and continuous quality improvement
    • Strategic planning and program planning; developing written plans; and the HS planning cycle.
    • Determining community needs and conducting and using a community assessment.
    • Key management systems and procedures for ongoing monitoring, addressing deficiencies, and quality improvement plans.
    • Workforce development, including human resource management, staff qualifications and professional development, personnel policies, staffing requirements/program options, hiring, and degrees/credentialing.
    • Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA). Requirements and procedures for eligibility determination, recruitment, selection, enrollment, and attendance of children in HS/EHS.
    • Eligibility/enrollment of homeless, refugee, migrant and seasonal workers, AIAN and other vulnerable children/families.
    • Record-keeping and reporting (administrative requirements and standards, PIR, record access and retention
  • In collaboration with other Program Management and governance T/TA Specialists:
    • Work closely with the Product Development Manager and the Program Management/Governance Lead to identify new products/materials that need to be developed or existing OHS products/materials that need to be revised in regard to EHS-CC P programs.
    • Work closely with the Program Management Team Leader to provide seamless delivery of Program Management and Governance TTA.
    • Participate in the development and dissemination of resources and materials to support OHS initiatives including full enrollment, hurricane response and recovery as well as new initiatives that OHS defines.
    • Travel, nationally, as requested by the PMFO Management Team, to provide training and to have additional contact with remotely-based staff.
    • Deliver resources and Program Management and Governance content with other TTA Specialists.
    • Support implementation of evaluation activities and ensure that all documentation and reporting is complete.
    • Performs other duties as assigned for the purpose of ensuring the efficient and effective functioning of the program.

ESSENTIAL SKILLS & EXPERIENCE

  • 5 years of senior management experience with HS/EHS, OHS Regional T/TA system, early childhood field, and/or nonprofit agency.
  • 5 years’ experience providing management T/TA to non-profit leadership teams and Boards of Directors.
  • Strong knowledge of and experience with HS/EHS, child care programs and systems, and/or the HS Program Performance Standards at state and local levels.
  • Excellent skills and experience planning, coordinating, and providing customized management T/TA.
  • Excellent public speaking, group facilitation, and writing skills.
  • Effective T/TA skills and knowledge of adult learning, leadership, reflective practice and team processing.
  • Strong interpersonal and collaboration skills; successful experience working with diverse groups.
  • Strong organizational skills and the ability to manage multiple responsibilities effectively.

EDUCATION

Bachelor’s degree (Master’s preferred) in organizational development or a related field preferred (including early childhood education); bachelor’s required.


COMPENSATION & BENEFITS

This position's salary is estimated to be low $90,000s to low $100,000s depending on experience, geo-location, budget, and other comparable and similarly scoped internal positions. In addition to salary, ZERO TO THREE offers a comprehensive benefits package including medical, dental, vision, HRA, retirement contributions, generous leave benefits and more.


PHYSICAL REQUIREMENTS

While performing the responsibilities of the job, the employee is frequently required to use finger dexterity and sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also, they may need to remain seated for extended periods, can perform repetitive motions, and reach for objects. An employee is frequently required to hold a writing instrument, communicate verbally, and hear well enough to detect nuances and receive detailed information. They may be required to grasp objects, push, and pull objects, bend, stand, walk, squat, or kneel. Vision abilities required by this job include close vision for data preparation or analysis, and expansive reading. May need to lift up to 30 pounds.


WORKING CONDITIONS

The work conditions described here are representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent, and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home environment. When travel is expected, the incumbent will be exposed to outside environmental conditions during those times.
