The F&A Associate will work closely with the Country Coordinator to support the implementation of the USAID-funded Safe Migration in Central Asia Project. The goal of the project is to strengthen the mutual accountability of all stakeholders to become more self-reliant in efforts to prevent trafficking in persons (TIP), protect survivors, and promote safe migration in Central Asia. He/she will assist the Country Coordinator to ensure quality logistical, financial, and administrative support, as well as programmatic support as needed. Position is contingent upon receipt of donor funding.



  • Responsibilities may include requisition, collection, and analysis of quotes, processing and maintenance of purchase orders and contracts, collection of goods from vendors, etc.;
  • Coordinate procurement of goods and services at Country Coordinator’s direction;
  • Oversee and manage office supply stock, and maintain office infrastructure for an office of two to three employees;
  • Annual inventory is accurately prepared by December of each year
  • Represent the Country Coordinator and the project at meetings to establish connections and obtain information;
  • Facilitate logistics for US-based staff and project partners during trips to Kazakhstan for in-country workshops and other events;
  • Support the Country Coordinator in organizing workshops, seminars, trainings, and meetings, including coordinating logistics;
  • Record all field-based cash and bank transactions and perform monthly reconciliations;
  • Prepare monthly financial reports and fund requests for submission to Winrock Home Office;
  • Manage relationships with banking institutions;
  • Maintain bank, cash, and checkbook records;
  • Disburse funds to staff and vendors in accordance with Winrock and donor regulations and Kazakhstan’s legal requirements;
  • Prepare monthly payroll and related taxes, including the recording of applicable benefits;
  • Fulfill basic HR functions (timesheet registration, orders, etc) and ensure compliance of the human resources practices with the local labor legislation
  • Review staff expense reports before submission to the approver as well as other financial reports of the projects
  • Adhere to Winrock and donor financial procedures and record-keeping policies;
  • Assist Country Coordinator in preparing narrative reports;
  • Maintain updated and accurate F&A and programmatic filing system;
  • In cooperation with the Country Coordinator, ensure necessary level of effective communication with government officials and other stakeholders;
  • Coordinate and monitor the work of outsourcing company on accounting, 1C and financial reporting;
  • Other duties as assigned



  • Diploma or above from a recognized and accredited college/university in accounting, business, economics, or other related field of study;
  • Master’s degree considered as an asset.

Work Experience

  • Five or more years of hands-on experience in day-to-day office support functions and F&A support for an international NGO required, experience on USAID or USG funded projects preferred;
  • Experience performing accounting functions required;
  • Experience managing finances, tracking spending against budgets, and developing budget forecasts and cashiering preferred;
  • Experience in procurement required;
  • Experience in project implementation required.

Knowledge, Skills & Abilities

  • Excellent knowledge and skills in office management, logistics, procurement, and administration;
  • Knowledge of requirements for taxation and withholdings;
  • Ability to maintain the highest ethical standards at all times;
  • Excellent working knowledge of office software packages including Microsoft Outlook, Excel, Word, and PowerPoint;
  • Ability to work with attention to detail and to meet deadlines;
  • Ability to manage multiple tasks and be self-sufficient in organizing work


Fluency in English and Kazakh required, working proficiency Russian is an asset.
