Senior Program Manager, GLAM and Culture
The Wikimedia Foundation is seeking a Senior Program Manager, GLAM and Culture, to advance the Wikimedia movement’s vision of every human being able to freely share in the sum of all knowledge; as well as its strategic direction, which states that by 2030, Wikimedia will become the essential infrastructure of the ecosystem of free knowledge, and anyone who shares our vision will be able to join us.
The GLAM (Galleries, Libraries, Archives and Museums) and Culture program addresses a vibrant element of this broader movement: an international community of practice comprised of volunteers, Wikimedia affiliate organizations, partner institutions, librarians, heritage professionals, and activists engaging the Wikimedia projects to document art, language, and culture. The Senior Program Manager will be responsible for leading a geographically distributed team to build and implement a strategy, aligned with the Wikimedia Foundation’s Medium Term Plan, aimed at growing and strengthening this community of practice — lowering barriers to participation by the world’s cultural institutions, and diversifying content on the Wikimedia projects.
Equitable and inclusive approaches to knowledge sharing will be at the center of this strategy. Part of becoming “the essential infrastructure of the ecosystem of free knowledge” will involve building a more easily navigable support system for volunteers and professional allies across the world to contribute open digital collections and data to the Wikimedia projects. The Senior Program Manager, GLAM and Culture, will collaborate with Wikimedia affiliates, volunteers, and allied professional networks to develop this techno-social infrastructure, while also guiding strategic research, partnerships, and community resourcing to ensure the inclusion of underrepresented cultures and forms of knowledge (e.g. undigitized collections, oral tradition, and indigenous knowledge).
Effective internal collaboration across the Foundation will also be vital. The GLAM and Culture program sits within a larger Community Programs team focused on supporting key thematic clusters in the international Wikimedia movement such as education, gender diversity, and STEM. The Senior Program Manager will be responsible for crafting workflows and programs across these clusters, and will partner proactively across the organization to advance technical goals, develop strategic communications, and build support structures that grow the community’s capacity to work with cultural partners in diverse contexts.
This role reports to the Director of Community Programs in the Foundation’s Community Engagement department and manages an international team of three program officers, plus a rotating set of short-term contractors. It may be based anywhere and will require periodic travel around the world.
You are responsible for:
- Managing and cultivating an internationally distributed team of program officers dedicated to supporting a thriving international “GLAM-Wiki” community. Major strategic initiatives include:
- Partnering with the WMF Product department on the design and implementation of Structured Data on Wikimedia Commons.
- Ongoing collaboration with Wikimedia Sverige to establish a sustainable techno-social support structure for the international GLAM community of practice.
- Working with an international advocacy coalition to develop an OpenGLAM Declaration.
- Overseeing strategic research to develop best practices and support to communities working with oral knowledge or on digitization projects.
- Overseeing the professionalization of ongoing community support workflows within the GLAM and Culture team:
- Helping the team support and improve existing communications channels including: This Month In GLAM, Books & Bytes, OTRS, firstname.lastname@example.org, social media, and blogging.
- Overseeing The Wikipedia Library, a digital library and reference support program for volunteers to make Wikimedia projects more reliable.
- Supporting and facilitating the twice-annual #1lib1ref editing campaign.
- Evaluating the communications and branding of the GLAM-Wiki community in order to make it more inclusive and reflective of diverse global heritage and knowledge production practices.
- Collaboratively designing new communication channels, learning models, and support structures for the global GLAM-Wiki community.
- Advising and partnering on major GLAM-Wiki conferences and convenings.
- Supporting the GLAM-Wiki community’s representation in international professional venues.
- Liaising with key internal partners and external allies to strengthen the global impact of GLAM-Wiki:
- Engaging regularly and forging strong relationships of trust with the international GLAM-Wiki community, practicing active listening, and demonstrating strong cross-cultural understanding of their desires and needs, as well as strong understanding and demonstration of the values and ethos of the Wikimedia movement.
- Collaborating closely with the Director of Community Programs and peer managers (e.g. Education) to set future strategy, annual individual goals, and budgets for the team, and to implement these effectively and impactfully.
- Coordinating with other teams in the Community Engagement department to ensure that GLAM expertise is applied across community growth and support functions (e.g. grantmaking, leadership development and training, events, and regional programs).
- Coordinating with key partners throughout the Wikimedia Foundation to make sure that communications, software development, and other movement-supporting functions meet the needs of the GLAM-Wiki community.
- Consulting and partnering with key Wikimedia affiliates around the world to ensure that the Global GLAM-Wiki community gains continuous and regular support.
- Coordinating major international relationships and partnerships with organizations like IFLA, Creative Commons, Internet Archive, UNESCO and other more regional allies (DPLA, Europeana, CLIR, NDLI, etc.) to advance the collective work of Wikimedia in the heritage sector.
Skills and Experience:
- 8+ years of experience in team leadership and project management in the international GLAM sector — or in a comparable context that includes deep engagement with the kinds of knowledge collected by GLAM institutions and other cultural stewards.
- A strong professional network within the international library, heritage, or memory communities.
- Experience with digital collections technologies and practices as applied in GLAM and analogous contexts, especially on participatory or community-driven platforms. Our team works heavily with Wikimedia and GLAM sector technology focused on transcription, linked open data, and multimedia repositories.
- Sensitivity to and awareness of equitable and multicultural approaches to heritage, memory, or traditional knowledge spaces. We are especially interested if you have experience working with institutions and knowledge environments in Latin America, Sub-Saharan Africa, Middle East and North Africa, or Asia.
- Experience and skill in public speaking, ease in communicating with both internal and external stakeholders.
- Experience in using data-driven and evidence-based approaches to program design, and experience in evaluation.
- A strong level of written and spoken English, as well as the ability to communicate clearly with non-native English speakers. Non-native English speakers are welcomed.

- Experience as a Wikimedia contributor, or with using Wikimedia projects as part of your career.
- Experience facilitating support for other decentralized online or volunteer communities.
