Under the supervision and general direction Director - Architecture and Development this role will be responsible for working with business stakeholders (both internal and external), Analytics, and Information Technology and Services to design, implement, maintain, and enhance data movement, data storage/warehousing, data availability, and data analytics solutions for WelbeHealth. This individual will be responsible for WelbeHealth enterprise data architecture and stewardship, innovating and applying best practice techniques for developing, enhancing, and deploying database and integration solutions to support WelbeHealth operations and analytics efforts in alignment with industry standards and regulations. This individual will be responsible for developing sustainable solutions that support data-driven decision making while acting as a champion for data and analytics services. This individual will lead a team of highly skilled professionals like data engineers to build, and support a common data and analytics platform integrating new and existing data sources and eliminating silos. This individual will also coach appropriate stakeholders on enterprise data architecture strategy, data governance, and data modeling. Collaborates effectively with colleagues and stakeholders to promote the WelbeHealth values, team culture and mission.

What you'll do:

  • At the enterprise level, in collaboration with stakeholders, (including but not limited to Technology, IT, Finance, Analytics, and Operations) designs, develops, builds, and maintains the integrations and solutions for analytics data architecture, data management, and data analytics solutions that meet business requirements and improve data quality and organizational data literacy
  • In collaboration with data consumers, defines and implements data quality rules and standards leveraging best practices to ensure data is extracted, translated, loaded, and exposed to meet information consumption and analytics quality requirements
  • Define, build, and execute the Data Services and Technology roadmap ensuring that it is in alignment with the Application, Infrastructure, and Business roadmaps
  • Lead Data Governance and Data Quality Initiatives
  • Proactively identify opportunities and technologies regarding the access, processing, visual display, and analysis of data
  • Support and facilitate presentations to a wide audience of internal and external stakeholders
  • Designs, implements, and maintains enterprise data architecture, including conceptual and logical architectures (ERDs or data wikis) for solution strategies, for data stores supporting transactional processing, data warehouses, operational data stores, certified data marts, and analytics solutions
  • Responsible for data stewardship, including but not limited to, source to target mapping of business rules, identification data consolidation opportunities, and recommending data architecture simplification, reusability for achieving data quality and business value
  • Designs and leads requirements analysis, data modeling, and solution design sessions and implements approved designs and products for the enterprise

Your qualifications:

  • Bachelor’s degree or higher in a technology/mathematics, or an information systems/data management related field
  • Azure Data Certifications preferred

 

Regulatory Requirement:

  • Must not be excluded or debarred from participation in Federal Healthcare programs at any time and must remain in good standing.
  • This includes not being on any exclusion list with the OIG, (Office of the Inspector General), SAMs, (System for Award Management), or CMS preclusion (Centers for Medicare & Medicaid Services)

 

Skills and Experience:

  • Bachelor’s degree or higher in a technology/mathematics, or an information systems/data management related field
  • Azure Data Certifications preferred
  • Minimum 10 years of information technology design, development, and support experience
  • Minimum 6 years- data architecture and management experience including
    • logical and physical data modeling,
    • data governance initiatives,
    • design, development, quality assurance, deployment and/or support of enterprise systems and/or data warehousing and analytics solutions
  • Minimum 2 years’ experience in the health care and/or health plan industry including
    • X12 payer transaction set
    • Health plan/payer data model
  • Minimum 6 years’ experience with the Microsoft technology stack including
    • relational databases including Microsoft RDBMs
    • working with large unstructured data sets
    • designing, developing and/or supporting SaaS solutions leveraging cloud platforms (Microsoft Azure)
    • one or more ETL technologies for data ingestion and other data warehousing capabilities
    • Advanced proficiency in Azure SQL Database/Azure DataWarehouse tools like Synapse, Databricks, Data Lake, etc
    • Data visualization and reporting tools including Microsoft PowerBI
  • Minimum 2 years’ experience working with an EMR
