We launch and operate the WelbeHealth PACE (Program of All-Inclusive Care for the Elderly) programs nationwide, starting in California. The program serves as our patients’ health insurer and directly provides comprehensive primary care and social services to keep them living safely in the community. Reporting to the Technology Director, the Data Architecture Specialist will provide WelbeHealth with expertise in Integration and enterprise analytics solutions. This specialist is an experienced, hands-on technical leader who works in close collaboration with business stakeholders and fellow technology teams to implement, maintain, and enhance data storage/warehousing, reporting, and operational data solutions. This individual will design, develop, and maintain WelbeHealth’s enterprise data architecture and will use expert technical and specialist skills and knowledge to define and deliver data solutions and strategy. This individual will work as part of the technology team innovating and applying best practice techniques for developing, enhancing, and deploying database and integration solutions to support WelbeHealth operations and analytics efforts. He or she will contribute to the development and implementation of technology team plans in line with the overall enterprise business and IT strategy. This individual will also coach appropriate stakeholders on enterprise data architecture strategy and modeling.
What you’ll do:
- Provides vision, leadership, and strategic direction on, and builds the integrations and solutions for, data architecture, data management, and enterprise information management to improve data quality and organizational data literacy.
- At the enterprise level, in collaboration with stakeholders, (including but not limited to Technology, IT, Finance, and Operations) produces, and implements, data models and products that meet business requirements
- Defines, develops, and delivers industry-standard information and data standards, methodologies, guidelines, best practice and modeling techniques on data/information management, data quality and data governance.
- Participates in stakeholder engagement forums to develop and validate technology and analytics roadmaps including ongoing data governance and quality priorities
- Designs, and builds, enterprise data architecture, including conceptual and logical architectures (ERDs or data wikis) for solution strategies, for data stores supporting transactional processing, data warehouses, operational data stores, data marts, and analytics.
- Leads the design, development, implementation and maintenance of complex data systems and solutions and ensure technology solutions are in alignment with data architecture principles and target state
- Responsible for source to target mapping where business rules are clearly documented and defined. Identifies methods for consolidation of data from all appropriate sources, identifies opportunities and recommend approaches that will increase the business value and movement/storage of data.
- Simplifies existing data architecture, delivering reusable services and cost-saving opportunities in line with company policies and standards
- Designs and leads requirements analysis, data modeling, and solution design sessions and implements approved designs and products for the enterprise
- Responsible for ensuring all data architecture is consistent with applicable regulations, rules, policies, security protocols, and procedures relevant to WelbeHealth operations as defined by the Regulatory and Compliance, Quality Improvement, and Security teams (i.e. conduct annual reviews, external audits, data integrity assessments, etc. in collaboration with these teams)

Your qualifications:
- Strong preference for those who have completed 2-step COVID-19 vaccination series or are willing to do so in first 30 days after hire as condition of continued employment
- Minimum 6 years of information technology design, development, and support experience
- Minimum 4 years- data architecture and management experience including
- logical and physical data modeling,
- data governance initiatives,
- design, development, quality assurance, deployment and/or support of enterprise systems and/or data warehousing and analytics solutions
- Minimum 2 years’ experience in the health care and/or health plan industry including
- X12 payer transaction set
- Health plan/payer data model
- Minimum 4 years’ experience with the Microsoft technology stack including
- relational databases including Microsoft RDBMs
- working with large unstructured data sets
- designing, developing and/or supporting SaaS solutions leveraging cloud platforms (Microsoft Azure)
- one or more ETL technologies for data ingestion and other data warehousing capabilities
- Azure SQL, Azure Data lake or Azure Data Factory
- Data visualization and reporting tools including Microsoft PowerBI
- Minimum 2 years’ experience working with an EMR
- Experience in working with in a fast-paced, collaborative, and team-based project environment
- Ability to process accurate information in a timely manner.
