Technical Program Manager

Location: Remote

Responsibilities: 

  • Responsible for the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers, in accordance with contract requirements and company policies, procedures and guidelines.
  • Acquire follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
  • Prepare Staffing Plans, including skill and labor mix, to support contract operations. Assign staff and provide technical direction as necessary to complete task.
  • Responsible for recruiting, interviewing, hiring and retention of staff to plan.
  • Train and supervise personnel.
  • Create and be able to present technical and corporate capability presentations to clients and senior leadership
  • Assist in proposal process and coordinate with Pricing Department, as required.
  • Responsible for all phases of the program budget.
  • Act as a technical and program liaison with vendors.
  • Develop Quality Assurance Programs for all products and services and support corporate quality programs including CMMI and ISO standards.
  • Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.
  • Develop and deliver required contract, departmental, project and/or financial reports.
  • 1 to 3 years’ experience with DIACAP, RMF, or NIST
  • DISA Security Technical Implementation Guide (STIG) knowledge
  • Assured Compliance Assessment Solution (ACAS) knowledge
  • Security Content Automation Protocol (SCAP) knowledge
  • Travel to other locations at least 20% of the time

Qualifications: 

  • Bachelor’s Degree in a technical, information technology management or business discipline
  • PMP Certification
  • 10+ years’ experience
  • 5+ years management experience
  • Ability to execute on short- and long-term plans, balancing priorities, and meeting deadlines.
  • Ability to manage multiple discrete projects with varying timeframes and milestone schedules to achieve timely completion based on estimated completion dates.
  • Strategic thinker with organization and leadership skills.
  • Possess strong skills in facilitation management, team leadership, planning, and problem solving.
  • Demonstrated capability to write (command of grammar, spelling, proofreading).
  • Excellent oral communication and interpersonal skills; ability to deal with staff at all levels of the organization and clients
  • Proven ability to resolve conflict.
  • Proficiency with MS Word, Excel, PowerPoint, SharePoint, MS Project and MS Visio
  • Experience with configuring and harden servers and desktop systems for purposes of accreditation and/or ATO

Preferred:

  • Strong background in Information Security Engineering
  • ITIL Foundations Certificate in IT Service Management
  • Experience with Analyze events and logs using security events management tools
  • Provide reporting metrics to Management to assist with policy and direction.
  • Experience in identifying, reporting, investigating, and responding to security breaches and network incidents.
  • Experience in assisting with incident response, certification, and accreditation activities (including documentation, scanning, mitigation activities, and identification of false positives), and software risk reviews.
  • Experience in creating and documenting proactive processes to monitor and detect threats and trends in the environment.
