Proposal Architect

About This Role

IntelliDyne is seeking a Proposal Architect to support Bids and Proposals within the Growth organization for federal government customers. The Proposal Architect should have a background in technical service delivery and equally be able to function as a Solution Architect, autonomously developing and integrating a proposal’s solution-sets across all volumes, as well as a Proposal Writer, understanding and implementing the nuances of proposal content messaging.

The candidate should have a strong understanding of IT enterprise infrastructure (service/help desk basics and ITIL ITSM), software development (Agile/scrum), and cybersecurity (RMF/IA), at a minimum.

The selected candidate will possess exceptional strengths in analysis, written and verbal communications, technical design, IT operations, service delivery, program management, and problem solving. This role will primarily involve determining and documenting value propositions to include the people, processes, and tools of IT services solutions for the federal government. The ability to effectively collaborate between capture managers, proposal managers, technical writers, business analysts, subject matter experts, partners, and customers is essential.

Ideal candidates will possess a strong understanding of the federal marketplace for IT services, the business development lifecycle, and proposal process. They should have demonstrated experience leading solutions for growth opportunities.

Responsibilities:
Duties include but are not limited to:

  • Conceiving, designing, and documenting effective solutions for successful bids throughout the capture and proposal lifecycles.
  • Ability to identify and apply relevant technical methodologies to solve customer problems (ITIL, CMMI, etc.)
  • Preparing responses to RFPs, RFIs, White Papers, Orals, and demonstrations that emphasize business value.
  • Developing concept of operations (ConOps) graphics and other depictions to illustrate solution features.
  • Ensuring win themes are promoted and expressed in solution concepts.
  • Reviewing potential opportunities against company capabilities to determine if growth pursuits are worthwhile, including past performance strength, gap analysis, and partnering needs.
  • Contributing to the assessment and interpretation of proposal instructions (L, M, & C) to determine proper response approach.
  • Estimating the cost of technical solutions that satisfy the requirements of growth opportunities.
  • Coordinating “reach-back” with technical subject matter experts (SMEs) within IntelliDyne to obtain specific knowledge or expertise to address technical issues.

Qualifications

  • BA/BS, English, Communication, IT, or similar.
  • 8-10+ years of relevant experience.
  • Demonstrated experience leading solutions for growth opportunities.
  • Ability to write compliant and compelling proposal content in a timely manner.
  • Demonstrated ability to develop win themes and discriminators and including their nuances within proposal artifacts.
  • Propensity for quickly learning and understanding the company’s capabilities and service offerings.
  • Strong knowledge of information technology services.
  • Experience implementing, operating, or writing about any of the following capabilities:
    • Modern frameworks, methodologies, and principles for IT delivery such as ITIL, CMMI, SIAM, Agile, DevSecOps
    • Enterprise information systems essential to business operations of a large organization built for reliability, availability, and scalability
    • Large scale cloud migration (application, data, infrastructure)
    • Defensive cybersecurity solutions including RMF and Zero Trust
  • Broad knowledge of COTS software application products and solutions.
  • Ability to lead projects/proposals and provide technical/operational oversight to ensure alignment with strategic goals and objectives.
  • Maintain proficiency with the latest technologies, trends, standards, and products.
  • Technical certification such as A+, Network +, Security+, SAFe, CISSP, etc.
  • Customer service orientation.
  • Must be able to obtain and maintain Position of Public Trust security clearance.
  • Must be able to travel (up to 10% of the time).

 Desirable Qualifications:

  • Active security clearance
  • Advanced degree in a discipline involved technical communication.
  • Experience developing lifecycle cost estimates for technical solutions.
  • Operational experience on a government program.
  • Experience with analytics, automation, AI/ML, and other emerging technologies.
  • Relevant proposal or project certification such as APMP, PMP, MPM, CMP, etc.
  • Proven track record in working with strategic growth plans or transformation road maps
  • Experience working in an ISO 9001:2015 appraised and/or CMMI Level 3 or higher delivery environment.
  • Healthcare IT industry experience
