Payroll Governance Lead will be responsible for defining and implementing the framework, policies, procedures and controls that guide the payroll process and the people who are accountable for it. 

It involves defining roles and responsibilities, setting up clear lines of authority, and implementing checks & balances to prevent errors and fraud. 

Further ensuring that payroll operations are conducted in a consistent, ethical, and reliable manner, aligning with the organization’s overall objectives and values. 

 

Job responsibilities

  • Quality Assurance and Reporting - Plan, design and manage quality assurance processes and procedures for payroll functions. I.e. Pre and post payroll validation, payroll checklists, approval metices , monthly performance dashboards. Maintain and update quality management infrastructure. 
  • Collaborate with the Payroll teams, Shared Services, WorkDay and Tech Ops teams to ensure payroll input collection process and reports are fit for purpose and accurate. Interpret customer satisfaction data and information according to defined performance metrics. 
  • Ensure robust risk management practices and integrity controls such as segregation of duties, dual approvals, data validation checks,payroll access review, process exception records, GPC tooling ( Global payroll compliance checklist attestation).are in place to mitigate potential risks that can impact the accuracy and security of payroll data and processes. 
  • Risks in payroll include errors in data entry, miscalculations, unauthorized access to sensitive employee information, non-compliance with tax laws and regulations, and internal or external fraud.
  • Perform sample audits of a range of Human Resource / Pay impacting inputs derived from system or manual interface to identify and address the anomalies via business improvement and training. 
  • Payroll COE - Members, Payroll Head, Regional Payroll lead, Hub Payroll POC & Payroll Quality and Governance ) The primary objective of this group is to act as SPOC for internal and external teams such as Equity, GLOMO, Tech Ops , Procurement, Payroll Vendors , Regional HOP / Business , Regional People Ops Delivery Lead & Regional Finance, who provide, process & consume payroll data information 
  • Explore payroll systems and technologies that provide accurate and secure processing, data integrity, and automation of compliance-related tasks. These systems can streamline payroll operations, reduce manual errors, and provide real-time reporting and analytics for effective decision-making. 
  • Collect and analyze relevant data on current process/tool capabilities to identify futuristicquality lapses and suggest possible areas for improvement, suggest changes in processes through a thorough RCA and KAP 
  • Payroll Project management, Review the end-to-end process, Develop a global policy or group of policies , Liaise with other relevant departments, Proactively react to changing regulatory demands, Consolidate all information in one place 
  • Supervisory Responsibilities Provide advice and guidance to Payroll staff, supervisors and managers on matters relating to personnel and payroll.

Job qualifications

Technical Skills

  • Mandatory: 5+ years of experience in Global payroll processing & project management. Extensive experience in using Human Resource Management Information System/s for payroll functions.

Professional Skills

  • Well-developed communication skills with the ability to develop and maintain effective relationships with a range of stakeholders to achieve desired outcomes. 
  • Well-developed planning and organizational skills, including the ability to complete tasks within set time frames.
  • Demonstrated ability to review the accuracy and integrity of personnel/payroll data, identifying areas for business and process improvement
  • Effective teamwork skills with the ability to provide training and support to team members. Demonstrated knowledge and application of public sector awards and agreements.
