Position Description:

This role will provide strong overall implementation support services to assist the Government in overseeing the full-lifecycle implementation activities and provide hands-on technical and functional consulting services, advice, and support to the project team. Assist in the transition management activities associated with supporting a transition from the legacy to the new financial system hosted by the government. Provide support to the Government in developing, maintaining, and monitoring the internal project schedules that are aligned with the master project schedule.

Role Responsibilities:

  • Assisting government in developing and executing the Organizational Change Management (OCM) plan, which shall address changes in organizational structure, business management processes, and culture within the government and the actions necessary to manage these changes
  • Assisting the government in developing and executing the communications plan, which includes stakeholder engagement
  • Reviewing and providing comments and recommended input/updates to delivered training plan and training materials
  • Assisting the government in developing an internal Training Plan that aligns with training plan and coordinating all the training activities related to the new financial systems implementation (Note: This support activity is limited to coordination (which includes overseeing and ensuring the delivery of) only.
  • Assist the government in coordinating the business process documentation as it relates to the new systems and processes
  • Provide financial system functional change management for Federal Financial ERP functional support to the government for the FSM effort. Functional areas for this include:
    • iProcurement/Purchasing/ CLM System
    • General Ledger
    • Accounts Payable/eInvoicing
    • Federal Administrator/Budget Execution
    • Accounts Receivable/Advanced Collections
    • Projects Costing and Billing; Oracle Fixed Assets
  • Assist with reviewing, refining and recommending updates to the Requirements Traceability Document (RTM), as well as coordinating with SMEs to receive and document their input
  • Review and provided comments on the functional and technical specifications, as well as the configuration documents (e.g., BR 100) and coordinate with SMEs to receive and document their input
  • Review and provide comments to the following items
    • Testing
      • Development Test and Evaluation (DT&E) Plan and report
      • End to End Test Plan, Test Case Specifications and Procedures, Test Report documents delivered by the government.
      • Coordinate with SMEs to receive their input and assist the government in developing and documenting User Acceptance Test (UAT) Plan, UAT scenarios, UAT data, and UAT Report for the assigned functional area; support UAT execution.
    • Training
      • Review and provide comments and recommended input/updates to the IBC delivered Training Plan and Training Materials.
      • Develop specific training material for classroom and e-training instruction, and conduct training to classes to the user community and stakeholders prior to and during the post-implementation period for the respective assigned functional areas
  • Develop business process documentation as it relates to the government provided system and processes with detailed flow charts and narratives
  • Review and provide comments and recommended inputs or updates to Implementation State Review Documentation

Required Skills:

  • Must be a U.S. citizen and able to obtain a DHS/EOD Public Trust security clearance; active DHS EOD preferred
  • Bachelor’s Degree or higher
  • 10+ years of experience as a Financial Functional Consultant supporting large “ERP” (SAP) financial management applications, specifically Federal Financials
  • Highly experienced in running Operations on full-lifecycle Federal financial system implementation project that is of similar size and scope
  • Shall possess prior experiences in developing and executing O&M plans, CONOPS plans, IOC/FOC plans
  • Demonstrated verbal and written communication skills that are used in guiding staff, advising executive leadership, and managing multi-functional and technical collaboration efforts to attain implementation success
