- a BA/BS preferably in Computer or Engineering related fields
- Must be able to work on client site in DC, post-pandemic restrictions
- US Citizenship and background investigation are required to attain a favorable entry on duty (EOD)/initial public trust clearance, per customer requirements
- 2+ years of experience with supporting IT Capital Planning and Investment Control (CPIC), IT Portfolio Management (IT PfM), or project portfolio management processes
- Experience with INVEST system support and operations
You should also have:
Experience with developing data collection strategies and designing and implementing portfolio management analyses to produce decision-enabling information
Knowledge of Business Cases to support OMB submissions
- Demonstrated ability to assess, identify, examine, and review performance of IT investments
It will also be great if you have:
- Active FEMA or DHS Suitability Clearance
- Solid and detailed understanding of CPIC regulations and its legislative drivers (Clinger Cohen Act, A-11, A-94, A-130

Now that we have that out of the way, let's talk about some of the day to day duties of this role. You will provide technical help desk support for the portfolio management system, provide support in the areas of IT Business Case development, maintenance and submission, IT Portfolio submissions to OMB, IT investment analysis and scoring, IT investment management process improvement, and INVEST system support and operations.
Some of the other duties and requirements:
o Monitor the INVEST helpdesk shared MS Outlook mailbox and respond to user questions regarding the use and operations of the system
o Create new user accounts ensuring required paperwork is complete and the user has Component CPIC administrator approval prior to account creation or update
o Create and maintain workflows in the portfolio management system as directed by the PgM
o Provide assistance in designing and developing reports that will analyze capital investments
o Maintain the CPIC collaboration site, currently on DHSConnect, to ensure that the information and documents are timely, up-to-date, and supports the CPIC community needs
o Coordinate data interfaces between the portfolio management system and other DHS information management systems such as the Future Year Homeland Security Program (FYHSP) system, the Information Assurance Compliance System (IACS) and Mobius
o Review investment Acquisition Program Change Requests (APCRs) and execute change in INVEST
o Support monthly, periodic, and annual updates to OMB IT Dashboard (ITD) are processed accurately and timely, and meet OMB reporting requirements
