Strategy Consulting Team (SCT), a woman-owned small business, is seeking contingent hires for Army Strategic Education Program (ASEP) Course Support at Carlisle Barracks, PA. This support includes:

  • Contract Manager
  • Strategic Writing Coaches
  • Adjunct Contract Professors
  • Facilitators
  • Curriculum Development Support
  • Operations Support

Work will be performed at Carlisle Barracks with frequent travel to offsite locations for course delivery and support. All personnel must at least an Interim Secret clearance. Salary level will depend on aligned role and level of experience.

  • Strategic Writing Coaches
    • Duties: Provide insight, context, subject matter information, and editing to the student in preparation of all written and oral academic requirements. Each Coach shall provide academic criticism and participate to improve the student’s ability to write cogently and clearly, will evaluate and provide feedback to their assigned students on their written work and oral presentation.
    • Qualifications:
      • Candidate possesses a master’s degree from accredited graduate degree granting institutions, in any discipline and DoD Senior Service College (SSC) graduation or SSC Fellowship MEL 1 equivalent
      • Produced written academic writing (paper, research report and/or appropriate publication) at the strategic level within the past 5 years.
      • Performed research for academic or applied work at the strategic level
      • Faculty experience supervising and grading written graduate level or Military Education Level (MEL) 1 work
      • Familiarity with the following subject matter areas: international relations, US security policy, national policy formulation, civil-military relations, defense policy, national military strategy, force management and theater-level or higher military operations; strategic organizations, staffs or military enterprises.
      • Familiarity of Operational and strategic levels of war, joint and interagency operations, appropriate service and joint concepts

 

  • Adjunct Contractor Professors
    • Duties: Prepare and deliver training for organizational challenges, developing strategy and policy recommendations, developing and providing concept analysis and recommendations supporting development of training/instruction/seminars/presentations on the topic to improve and further professional development of Army Senior Leaders (ASL), as well as developing and refining curriculum to develop current and future ASLs.
    • Qualifications:
      • Candidate must be a retired 4-star Army General Officer with requisite experience and a demonstrated capacity to professionally develop Army senior leaders
      • Experience personally serving at the highest levels of leadership within Army, DoD and Interagency organizations
      • Leading and managing strategic organizations or military enterprises
      • Facilitating political-military exchanges between senior government and/or corporate leaders
      • Knowledge as demonstrated by experience in the operational and strategic levels of war;
      • Knowledge as demonstrated by experience in the operational and strategic levels enterprise systems.
      • Knowledge as demonstrated by experience in the operational and strategic levels of Joint, interagency, multinational (JIM) operations; and
      • Knowledge as demonstrated by experience leading, managing, researching/ writing and/ or teaching the social, political, economic and military aspects of JIM systems architectures to include current knowledge of appropriate service and joint concepts
      • Recent Experience in one or more of the official capacities as defined by Army or Joint Doctrine and/ or Army Instruction including but are not limited to: Chief of Staff or Vice Chief of Staff of the Army (CSA/VCSA), Combatant Commander Joint Forces Commander (C/JFC), Combined Forces Commander (CFCC), Commander of Army Forces (COMARFOR), Commander of an Expeditionary Task Force, MACOM Commander (TRADOC/ FORSCOM/ Army Material Command, etc.), Commander or Joint Task Force Commander, Secretary / Deputy secretary/ Undersecretary of an Interagency (DoD, State, et al)

 

  • Facilitators
    • Duties: Provide curriculum input/ insight, program development mentorship, and senior facilitation for Senior Leader Education courses that will be conducted at Carlisle Barracks, PA. The senior facilitator shall provide insight and context to subject matter expert presentations, in order to achieve program and session objectives. Advise ASEP staff and faculty in preparation and course execution and recommend appropriate process, procedural, and formatting methods to facilitate achieving objectives as well as development of reviews, summaries, and event documentation, benefiting program participants.
    • Qualifications:
      • Candidate must possess a Service Senior Level College education or equivalent Military Education Level – 1 (MEL-1) qualifying program
      • Experience in the practice and application of operational/theater design during campaign plan development
      • Strategic Wargaming experience involving political­ military issues in a joint/combined, interorganizational and multinational (JIM) environment.
      • Current Combatant Command/Combined Forces Command/Component Command (e.g., ASCC, JFMCC, JFACC, JFSOC, JFLCC, MARFOR) strategic operations and planning experience at the Colonel/Captain (0-6) level or above
      • Current knowledge of crisis management and planning procedures, as defined in the Joint Operation Planning and Execution System (JOPES).

 

  • Curriculum Development and Operations Support, GO and CSM Spouses and MFP Spouses
    • Duties: Provide concept development, curriculum development and documentation, event planning, speaker and attendee coordination, course execution and follow-on course support. Develop/review/analyze the course curriculum/concept for each course.  Develop/review/analyze/report on draft and final course directive and schedule.
    • Qualifications:
      • A minimum of a Graduate Degree in a field that supports the Military spouse and family program is required. Have or willing to obtain certification in Master Resilience Training (MRT) or equivalent
      • Developing curriculum tailored instruction and exercises that address specialized aspects of strategic leadership: purpose, influence, professional communication to include social media engagement, military protocol, ethics, interpersonal skills as leaders, mentors and advocates
      • Planning and event operation/execution for senior leader (Colonels/spouses or higher, Sergeants Major/spouses, or GS14-15 Federal Civilian/spouses level) conference and symposia
      • Demonstrated ability to organize and prioritize work, handles multiple projects simultaneously, and coordinate all conference operational details
      • Experience working with general/flag officers/spouses, SES level/spouses, Sergeants Major/spouses, or equivalent higher level officials and their staffs on a daily basis.
      • Experience designing, executing and assessing experiential learning activities that exercise students in applying theory to practice.

 

  • Curriculum Development and Operations Support, General Officer
    • Duties: Provide concept development, curriculum development and documentation, event planning, speaker and attendee coordination, course execution and follow-on course support. Develop/review/analyze the course curriculum/concept for each course.  Develop/review/analyze/report on draft and final course directive and schedule.
    • Qualifications:
      • Candidate possesses a Master’s degree, in any discipline, from accredited graduate degree granting institutions OR Senior Service College or SSC Fellowship MEL 1
      • Candidate must possess DoD Senior Service College graduation or SSC Fellowship MEL 1 equivalent
      • Developing curriculum for MEL 1 Colonels or higher, Sergeants Major Professional Military Education (PME), or GS 14-15 Federal Civilian level education (example course syllabus; course guide; and/ or performance evaluations).
      • Course Director with oversight of a MEL 1 course curriculum and/ or a Sergeant's Major Course curriculum and/ or graduate level academic curriculum in one or more of the following areas: Sample of curriculum or course work developed by the candidate must be provided with Task Order Execution Plan.
        • Command and Leadership
        • National Security Policy
        • National Security Strategy
        • National Military Strategy
      • Planning and event operation/execution for senior leader (MEL 1 Colonels or higher, Sergeants Major, or GS14-15 Federal Civilian level) conference and symposia.
      • Demonstrated ability to organize and prioritize work, handles multiple projects simultaneously, and coordinate all conference operational details
      • Experience within the last 2 years working with general/flag officers, SES level, Sergeants Major, or equivalent higher-level officials and their staffs on a daily basis
      • Possess exceptional oral and written skills, as evidenced by a minimum of five years of experience communicating at the executive/ senior field grade level. Evidence of meeting this level of executive correspondence or curriculum development to meet the writing qualification is required by submitting a sample with the Task Order Execution Plan. Samples shall be assessed IAW the USAWC AY 20 Communicative Arts Directive. Other qualifications may be provided as evidenced in the resume or performance evaluations

 

  • Operations Support
    • Duties: Attend one Working Group (WG) pre- course set-up/walk-thru, course execution and course tear down. The support is needed for administrative support for all ASEP courses with all administrative functions, desk/operations room, and daily student/staff/faculty rosters.
    • Qualifications:
      • Candidate must possess a minimum of an associate’s degree in any discipline
      • Event planning and execution, with relevant experience with technical and administrative support and management of events such as conferences, conventions, courses, symposia, etc. that demonstrates the ability to coordinate and manage facilities, meals, transportation, reception/in processing, personnel accountability, access control, expense tracking, and other related tasks
      • Demonstrates knowledge of protocol for military and government Very Important People (VIPs) and senior officers. Minimum of one year of experience in professional verbal and written correspondence with General Officer to fortune 100 companies.
      • Demonstrates the ability to produce accurate and timely correspondence and reports, promptly resolve operations issues, and communicate clearly and professionally in writing, by telephone, email, and in person. Must possess organizational, administrative, and office automations skills (MS Office) and the ability to prepare correspondence as outlined in Army Regulation (AR) 25-50 (ARs are located at the following Army Publishing Directorate website: https://armypubs.army.mil/).The ability to work under situations with a short suspense in a high stress environment and create high-quality products appropriate for General Officer visibility is required.
      • Experience conducting event preparation and execution for senior leader level conference and symposia.
