Who we’re looking for:

The Regulatory and Policy Counsel will join our growing legal team to help manage Starry’s portfolio of regulatory issues before the Federal Communications Commission, Federal Trade Commission, and other federal and state regulatory agencies. You will also help develop and implement internal and customer-facing policies governing privacy and other related issues, and will provide guidance to the Government Affairs team. In addition to the qualifications below, our ideal candidate will be excited about technology law and policy and passionate about connecting people to world-class broadband, will excel at independent work, will have excellent demonstrated writing skills, and will be detail oriented but capable of focusing on the big picture. 

Starry’s Regulatory and Policy Counsel will be responsible for tracking regulatory activity, helping develop strategic positions on regulatory and policy matters that align with Starry’s goals, drafting regulatory and policy documents, and making necessary regulatory filings. Our ideal candidate will be able to understand our values and goals, and will seek to achieve them proactively through their work.


What you’ll do:

  • Track proceedings before the Federal Communications Commission, Federal Trade Commission, National Telecommunications and Information Administration, and other state, federal, and international regulatory and policy bodies
  • Summarize relevant regulatory actions from state and federal regulatory agencies for senior leadership, interpret the impact of those actions on Starry and the industry more broadly, and suggest actions as necessary
  • Develop Starry positions on important regulatory and policy matters, including spectrum, infrastructure, broadband competition, privacy, and other emerging issues
  • Draft regulatory comments: clearly and succinctly articulate Starry’s position and unique perspective
  • Track important regulatory issues on the Hill and State Legislatures
  • Make necessary regulatory filings, including spectrum license applications; manage regulatory aspects of spectrum license portfolio
  • Help develop and implement important Starry policies on privacy, open internet, and other consumer-oriented issues
  • Work with the Government Affairs team to inform effective regulatory advocacy strategies


Points for:

  • J.D. from an ABA accredited law school and admission in good standing in a state bar
  • 2-5 years of experience working on regulatory matters for a communications company, law firm, trade association, or government agency
  • A strong foundation in communications law and policy through work experience or specific legal course work
  • Familiarity with spectrum, infrastructure, privacy, and competition policies
  • Excellent writing skills, including a demonstrated ability to articulate complicated legal and technical concepts in simple terms
  • Ability to execute necessary tasks independently and take ownership of a project, with the humility to know when to ask for help
  • Sound judgement, honesty, and integrity
  • Having passionate feelings about Starry and our mission
