Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities

  • Implementation of ACO security policy and the management of functional security measures by supervising and executing all security related activities within 3NSB,
  • Providing advice on security aspects of communication plans,
  • Managing and controlling all crypto related activities for garrison and subunits deployment,
  • Conducting security inspections (physical security, security of information, personnel security, security procedures, Communications Security (COMSEC) in Deployable Communications Modules (DCMs),
  • Alternate Battalion's Crypto Account, including receipt, custody, transfer, safeguarding and destruction of CRYPTO material charged of her/his account according to NATO COMSEC standards and requirements,
  • Overall update of CRYPTO matters and activities of her/his CRYPTO Account and sub-accounts, proper documenting accounting transactions and handle, keep updated Crypto documentation,
  • Safeguarding and accounting assigned Cryptographic Controlled Items,
  • Maintain up-to-date records and perform periodic inventorying and reporting of CRYPTO material held. Submission of COMSEC requirements to the appropriate distribution authorities,
  • Loading different Crypto key material to various End Crypto Units with use of various fielding devices, perform level 1 of Crypto equipment troubleshooting,
  • Organize and prepare shipment of Crypto equipment,
  • Assist in supervision of overall security state on the 3NSB compound and exercise all security related duties,
  • Assist in coordinating Force Protection and Security Arrangements (FPSA) pursuant to Garrison Support Arrangements (GSA) as well as interior physical and personal security aspects across of the 3NSB HQ location,
  • Manage access control system of the 3NSB Compound and providing security awareness for HQ personnel,
  • manage security systems: CCTV, Access Control System, Alarming System, Automatic Number Plate Recognition System, Automatic Key Dispensers,
  • Manage and update database of personnel security forms of HQ staff.

Essential Skills and Experience

  • Good knowledge of NATO COMSEC, Crypto and security policies, directives and publications.
  • Good knowledge of the procedures for handling NATO CRYPTO material, especially CRYPTO accounting and distribution.
  • Good knowledge of COMSEC principles and practices, including physical security standards related to COMSEC.
  • Good knowledge of Crypto equipment and high configuration and operation skills.
  • Good knowledge and high skills in the use of COMSEC Accounting Reporting and Distribution System.
  • Very good knowledge of modem communication and Internet Protocol (IP) based networking technologies and systems including security aspects.
  • Working knowledge of the operation of communications systems and troubleshooting techniques.
  • Good knowledge about security procedures of personnel and military units' physical security.
  • Good knowledge of security systems: CCTV, Access Control System, Alarming System, Automatic Number Plate Recognition System, Automatic Key Dispensers.
  • Ability to work independently and in teams to achieve desirable goals.
  • Good Communication skills, both verbal and written in English.
  • Knowledge of ITIL practices for IT Service Management
  • Crypto Administration Course.
  • CARDS for NATO Crypto Custodians.
  • NATO Security Course.
  • ITIL Foundation Course.
  • At least 5 years of previous experience as a Crypto Custodian at the military or governmental organization.
  • Experience with Cryptographic Systems, design, management and implementation of modern Cryptographic systems and applications.
  • Experience in the analysis of risk and in the implementation, integration of INFOSEC protective measures.
  • Recent 3 years' experience and working knowledge within security systems.
  • Previous military experience in a tactical level NATO headquarters.

Desirable Skills and Experience

  • NATO COMSEC System Engineering Course.
  • ITIL Service Operation Course.
  • NATO Security Course,
  • Broad military background on Staff Assistant level.
  • Good understanding of constrains related to IT systems on NATO networks
  • Driver License B

Education

  • Higher Secondary education and intermediate vocational training in information security, ICT or related discipline which might lead to a formal qualification with 5 years' experience.
