Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities

Under the direction of the SSBA Projects Head, the incumbent will perform duties such as the following:

  • Takes full responsibility for the definition, execution and satisfactory completion of medium and large scale projects (typically with direct business impact and firm deadlines), including the identification, assessment and management of risks and issues related to the project.
  • Takes responsibility for understanding customer requirements, collecting data, delivering analysis and resolving problems.
  • Identifies, plans, assigns and manages resources in order to meet project milestones, including co-ordinating with Resource Managers to ensure availability of relevant SMEs.
  • Ensures that realistic project plans are maintained and that there is regular and accurate communication to stakeholders, consistent with the methods in use (agile, waterfall, etc.).
  • Ensures that project deliverables are completed within agreed cost, schedule and quality and are signed off, including management of any change requests using appropriate processes.
  • Takes part in setting and monitoring quality and performance criteria and ensures Quality Reviews occur on schedule and according to procedure.
  • Supports and mentors customers in the aspects of business change required to support the implementation of new tools and procedures.
  • Provides effective leadership to the project team.
  • Prepares and delivers briefings and presentations as needed.
  • Allocates routine tasks and / or project work.
  • Performs other duties as may be required.

Essential Skills and Experience

  • Recognized PM qualifications / certifications, such as:
  • PRINCE2 Practitioner / PMI PMP (or equivalent)
  • Programme Management (MSP or equivalent)
  • Management of Risk (MoR)
  • Agile (for PMs of software intensive projects).
  • Demonstrable experience in managing complex C4ISR projects*, noting that SSBA's primary focus is on Business Applications, including Oracle ERP, ServiceNow for Project and Portfolio management, and a range of other Business Applications supporting the NCI Agency and other NATO bodies.
  • Ideally, experience in delivering projects relating to Oracle EBS Finance and Project Accounting.
  • Experience with project management techniques and toolsets; the agency uses Strategic Portfolio Management (SPM) from ServiceNow.
  • Experience as a Project Manager of Acquisition/Procurement projects (ideally more than 1 M Euro) or Non-acquisition projects (less than 1 M Euro) and / or Software intensive projects.
  • Proven experience in supervising and managing larger project teams, containing subject matter experts and specialist consultants.
  • Exposure to or awareness of all phases of software development projects including analysis, systems design, development and testing approaches.
  • Proven experience working with sub-contractors. Note that many SSBA projects are delivered using external contractors, with the Agency PM role focusing on managing contractors, customers, and ensuring excellence in delivery.
  • Experience working in an international environment and with remote teams.
  • Person traits:
  • Enthusiastic, driven, self-motivated with a focus on customer service.
  • Able to work independently, excellent personal organisation and able to demonstrate consistently balanced good judgement and logical thought prioritisation.
  • Very strong interpersonal skills including facilitation and coaching and able to lead and influence others.

Education

  • A Master's degree at a nationally recognized/certified University in a related discipline and 5 years post-related experience, or a Bachelor's degree with 8 years post related experience.

Language Proficiency

  • A thorough knowledge of English, both written and spoken, is essential.

Working Location

  • The Hague, Netherlands

Working Policy

  • Hybrid (60% remote, 40% onsite), On-site 2 days per week

Travel

  • Some travel to other NATO sites may be required

Security Clearance

  • Valid National or NATO Secret personal security clearance
