Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities

Under the direction of the Head Command and Control Section, but largely under own initiative, the incumbent will cover the following duties:

  • Supports the Duty Control Officer in transitioning from an extended hours battle rhythm to a 24/7 shift system;
  • Collaborates in coordinating fault management for NATO CIS, acting as an additional point of contact in NCI Agency for CSUs, National control centers, and other operational control centers during non-working hours;
  • Shares responsibility in coordinating the activation of network- wide actions to restore communications and monitoring plans as they affect the network;
  • Contributes to impact assessments on CIS service incidents and collaborates with Service Support Cells or Service Line technicians in directing corrective actions;
  • Assists in preparing and presenting special summary briefings and status reports, every working day and as required;
  • Aids in supervising the contingency plan implementation/cessation activities for systems;
  • Takes part in the development and implementation of plans for the cut over of new systems, projects, and facilities;
  • Shares responsibility for keeping special files or shared information systems updated with user/subscriber information of assigned systems;
  • Support in planning and conducting exercises
  • May be required to undertake operational deployments and/or TDY assignments either within or outside of NATO's boundaries;
  • May be required to perform similar duties elsewhere within the organization as directed;
  • May be assigned to deputize for higher grade staff as required.
  • Performs other duties as may be required.

Essential Skills and Experience

  • Staff with experience in a National or International Operations Centre or above are required,
  • Experience of NATO responsibilities and organization preferably in the area of Service Operations and/or in an international environment,
  • Experience in identifying and resolving complex problems and assignments, able to determine when problems should be escalated to a higher level,
  • Understands and uses appropriate methods, tools and applications,
  • Plans, schedules own work and work of others. In predictable and structured areas may supervise others,
  • Experience in applying analytical and systematic approach to problem solving, and
  • Experience in team management and staff work.

Qualifications:

  • ITIL Foundation
  • Advanced data processing for word processing, spreadsheets, graphics presentations and databases.

Education

  • University Degree and two years function related experience, or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with four years post related experience.

Working Location

  • Brunssum, Netherlands

  • Working hours based on a shift pattern might be required.

Travel

  • Some travel to other NATO sites may be required

Security Clearance

  • Valid National or NATO Secret personal security clearance
