Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities

Under the direction of the Section Head MSS (FSDM), they will perform duties such as the following:

  • Technician responsible for assisting in shore-based system administration services for a variety of command and control information systems in support of Maritime Command HQ (MARCOM) and NATO flagships (when in port), to include current NATO Maritime C2, Air C2, and Maritime situational awareness tools;
  • Provides expertise to install, configure and set-to-work servers on board NATO flagships;
  • Responsible for the day- to-day system administration of the hardware and software of the currently fielded version of supported systems;
  • Responsible for performing beta testing of new versions of supported systems software and providing appropriate feedback to the assigned System Manager;
  • Executes proper preventive maintenance plans under the guidance of senior section members;
  • Ensures all technical and service oriented documentation pertaining to assigned systems is prepared, properly stored and kept up-to-date. Ensures Configuration Control data is reported properly and in a timely manner;
  • Provides technical guidance on all assigned hardware and software to other technicians of the cell. Leads troubleshooting efforts on assigned systems as required;
  • Provides assistance with system fault resolution to the Centralised Service Desk;
  • Provides support of Flagship handovers for those nations involved in the Standing Naval Forces (SNF's). This may include deployment to the geographical locations at which the handovers are staged;
  • Provides assistance and technical advice to other staff of the CSU Northwood for all aspects of systems supported by the cell;
  • Maintains a close liaison with other technicians and engineers in the CSU Northwood;
  • Stays abreast of technological developments relevant to the area of work;
  • Performs other duties as may be required.

Essential Skills and Experience

  • At least 5 year experience in administering, testing, and deploying applications at both the server and the user level;
  • At least 5 years recent experience with functional applications within a Windows and UNIX in a large scale service-oriented environment;
  • Knowledge of current Windows/UNIX operating systems and common Windows desktop applications;
  • Knowledge of database principles, experience in database administration and SQL;
  • Good knowledge and experience with the implementation and support of workstation and application virtualisation technology and techniques;
  • Experience in Incident and Problem Management;
  • Experience of working within a customer support environment;
  • Have a very good general working knowledge of IT hardware and auxiliary computer equipment, such as printers and scanners;
  • Knowledge of mainstream ICT technologies, such as Active Directory, Group Policy, MS Exchange, Antivirus, DHCP, DNS;
  • Experience of Configuration Management and Service Asset Management;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • ITIL Foundation certificate;
  • NATO Maritime C2 Systems training courses;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Education

  • Higher vocational training in a relevant discipline with 3 years post- related experience. Or a secondary educational qualification with 5 years post-related experience;
