Spektrum are supporting a tier 1 supplier of personnel and services to international Organisations, with more than 2,500 experienced professionals deployed, and active engagements in more than 28 countries spanning 5 continents.

Our support to this client ranges from headhunting, temp and temp to perm personal for both our client and their end clients needs.

Background

The role will be embedded within an International Organisations Global Service Center Base in Valencia serves as a key operational and logistical hub for international missions aimed at maintaining peace and providing humanitarian aid. Located in Spain, this center complements the efforts of its counterpart in Brindisi, working collaboratively to ensure comprehensive support for missions worldwide.

The Valencia base is particularly focused on information and communication technology services. It manages critical IT infrastructure, cybersecurity, and data management systems that are essential for the coordination and execution of global missions. This includes maintaining reliable and secure communication networks, developing and implementing innovative technological solutions, and providing technical support to field operations.

By handling these complex and crucial aspects of mission support, the Valencia base ensures that international operations can rely on robust and efficient technological frameworks. This enables quick and effective responses to crises, enhances coordination among various stakeholders, and supports the overall objectives of global peacekeeping and humanitarian initiatives. The center's dedication to excellence and continuous improvement makes it an integral part of international efforts to address global challenges.


Role Duties and Responsibilities  

You will have the responsibility of supporting the development and deployment cycle of Migrant Solutions applications and interfaces. The incumbent will assist in the deliverables of the project team and contribute to implementing high-performance, optimized and network-efficient solutions as required by all business processes. 

  • Support the project team by providing tactical planning and reporting for ICT projects to meet the project goals and objectives. 
  • Monitor project progress and contribute to accurate and timely reports to management and its involved stakeholders. 
  • Manage project scope, resources, and expectations to meet scheduled milestones and control the quality of deliverables. 
  • Ensure new projects, change requests or improvements to existing systems underwent proper demand shaping and prioritization. 
  • Coordinate with management to establish governance such as the project board to decide on conflicting demands. 
  • Ensure accurate and thorough documentation before the project team starts the development. 
  • Ensure human resources assigned to the project are the right fit to the role, able to deliver the expectations in a timely and quality manner. 
  • Provide project management and technical leadership for software development, define the scope, goals, deliverables and schedule for specific projects while ensuring best practices for the delivery of scalable and high-quality software 
  • Support regular reporting to all the stakeholders by preparing regular project status reports via agreed communication channels. Coordinate with the change manager to develop and implement rollout and maintenance plans including configuration and release management. 
  • Work closely with external software development and service providers (vendors) for delivery of required components of the project, including delivery of required work items were internal functional teams such as Network, Infra, DBA, GUS, Security, Legal, and other internal units to ensure completion in timely and quality manner. 
  • Ensure all projects adhere to project methodology compliance standards set by the organization such as a project plan is agreed upon by all involved stakeholders, relevant documentation and project artifacts are saved and archived on established repositories for present and future references. 
  • Perform such other duties as may be assigned. 

Essential Skills and Experience 

  • Strong project management and analytical skills with capacity to understand IT business requirements and to translate them into technical solutions; and 
  • Skills in project management using industry standards, systems analysis, technical design and application architecture, database design and requirements, technical and user documentation. 
  • Experience in end-to-end project management (preferably with PRINCE2 methodology). 
  • Experience delivering software with SCRUM framework. 
  • Experience in .NET framework, JAVA, ASP .Net, SQL Server and SharePoint developments. 
  • Experience supporting projects both traditional and agile approaches such as planning, overseeing and leading projects from ideation through to completion. 
  • Experience managing complex software systems. 
  • Experience with distributed systems communicating via APIs and /or Message Queues. 
  • Experience with feature-driven software delivery. 

Desirable Skills and Experience 

  • Knowledge of ERP systems, HTML, C#, and web services an advantage. 
  • Knowledge of cloud technologies is an advantage. 

Education 

  • Master’s degree in Computer Science or a related field from an accredited academic institution or, 
  • University degree in the above fields with two years of relevant professional experience. 

Language Proficiency 

  • Fluency in English is required (oral and written), and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish). 
  • Working knowledge of Spanish or French is desirable
