Introduction
NATO Support and Procurement Agency (NSPA) operates a large Local Area Network (LAN). NSPA also provides services to both internal users and external customers from systems hosted in several data centres. The NSPA Information and Communication Technology (ICT) services are relying on three underlying infrastructures:
- Network
- Local Area Networks (LANs) to allow NSPA users to reachback ICT systems located in the NSPA datacenters.
- Wide Area Networks (WANs) to allow NSPA remote offices and mobile users to securely reach back the NSPA datacenters located in Luxembourg
- Metropolitan Area Networks (MANs) to securely interconnect NSPA datacenters and Outside Cabling Plants (OCPs) located in Luxemourg.
- Unified Communication
- Video Teleconferencing (VTC) systems,
- Telephony systems composed of PBX, voice gateways, deskphones, softphones, mobile phones and smartphones.
- Interfaces with other communication services such as voice mail, instant messaging, collaboration (e.g. MS SKYPE).
- Federation with other NATO voice and video services.
- Public Announcement Systems (PAS) and Massive SMS notification systems alarms
- Datacentres
- 2 Tier 4 datacenters externalized in Betzdorf and Bettembourg (LUX)
- 1 datacenter in Capellen (LUX)
- Smaller datacenters in Papa (HUN), Taranto (SOC) and Eindhoven (NL)
Tasks
Day-to-day Operation and Maintenance (O&M) type of consultancy services for network, Unified Communication (UC) and datacenter (DC) and support for projects related to specific network, UC and DC related projects.
Working Location
- Main working location: Capellen, Luxembourg (NSPA HQ)
- Some projects may require business travel to other sites
- Some remote/hybrid work may be required
Working Hours
- Monday to Thursday:
- Arrival 06:00 to 09:00
- Lunch break Minimum 30 minutes 11:45 – 13:45
- Departure 16:15 to 20:00
- Friday
- Arrival 6:00 to 9:00
- Departure 12:15 to 17:00
- Public Holiday of Luxenberg will be applicable

Mandatory Requirements
- Qualifications and certifications
- A university degree or equivalent professional experience of 5 years
- One of the following CISCO certifications:
- CCNA R&S,
- CCNA Voice,
- CCNA Wireless
- CCND Datacentre
- Proven knowledge and skills
- The Network Engineer must prove that he/she understands these technologies and the ability to configure them
- Cisco 800, 2800, 2900, 3800,3900 and 7200 router series
- Cisco 3750, 3850, 3560, 2940, 6500 and 9300 Catalyst series switches. NX7k and NX9
- Fluke Trueview and VPM appliances
- Network analyzers and sniffers for troubleshooting or network capacity troubleshooting or network capacity planning
- Cisco Prime Infrastructure
- Security management platform Cisco ISE
- Solarwinds Orion
- Opsview
- ZABIX, Smokeping
- Linux environment: Redhat, Debian
- ATMedia Ethernet encryptors 1G and 10G design and setup
- Ucopia captive portal infrastructure design and setup
- The Network Engineer must prove that he/she has the following qualities:
- Good communications skills.
- The Network Engineer must prove that he/she understands these technologies and the ability to configure them
- Knowledge and Skills
- The Network Engineer must prove that he/she has a thorough understanding of these technologies, the ability to configure them, and significant deployment experience
- LAN features such as RSTP (and its optimizations) and 802.1Q
- IP features such as PAT, DHCP, HSRP and OSPF
- IOS security features, such as the IOS firewall
- The Network Engineer must prove that he/she has a thorough understanding of these technologies, the ability to configure them, and significant deployment experience
- Experience -
- The Senior Network Engineer must prove that he/she has the following experience
- At least 2 years’ experience in a technical networking or telecoms role, implementing and supporting LAN and WAN networking infrastructure
- The Senior Network Engineer must prove that he/she has the following experience
- Knowledge with NATO network infra
- Knowledge of, and experience with NATO, responsibilities and organization, and NATO's network infrastructure, in particular NGCS
- Language
- French and English (one fluent, one working level)
- Security Clearance
- Valid NATO SECRET Personal Security Clearance
