About the job
At Skylight, engagement managers play a pivotal role in ensuring the success of client projects by combining leadership, client management, and team management skills. You’ll leverage your expertise in areas such as digital transformation, human-centered design, agile project management, product management, and data-driven decision making to deliver meaningful and impactful results. Whether guiding multi-disciplinary teams or cultivating long-term client relationships, your work will directly influence how government services are delivered, ultimately shaping public trust, satisfaction, and well-being.
In this role, you'll be at the forefront of the Department of Homeland Security’s transformative customer experience (CX) initiatives. By focusing on human-centered, equity-driven service delivery, you’ll help shape critical areas such as immigration, travel, and law enforcement. Your efforts will have a direct and lasting impact, improving how DHS engages with the public and building greater trust, satisfaction, and mission success. You'll be part of a dedicated team working to elevate government services for millions of people.
What you’ll do
- Lead a cross-functional team of experts in strategy, research, design, and development, fostering seamless collaboration to deliver high-impact solutions for your government partner
- Build and nurture strong client relationships, acting as a trusted advisor with a deep understanding of the client’s needs and objectives, ensuring solutions align with their goals
- Oversee project execution by leveraging modern delivery management practices such as agile project management and outcome-oriented roadmapping to drive timely, quality results
- Cultivate a collaborative and empowering team environment, where creativity, ownership, and accountability are encouraged, enabling team members to perform at their best
- Facilitate regular retrospectives with both the client and your team to identify areas for improvement and implement actionable changes that enhance overall performance
- Drive continuous growth and refinement, ensuring the team consistently iterates on processes and solutions to stay aligned with the client’s evolving mission and objectives

Minimum qualifications
- Ability to manage project execution using modern delivery management practices, such as agile project management
- Ability to understand client needs and build long-lasting, meaningful relationships
- Ability to grow Skylight’s business through business development activities
- Can cultivate team health, including establishing psychologically safe environments
- Can ensure that each project is staffed with the appropriate level and types of personnel
- Can ensure that teams are compliant with their contract’s terms and conditions
- Ability to work successfully within a professional services environment (e.g., can communicate effectively with clients)
- Passionate about creating better public outcomes through great government services
- A mindset and work approach that aligns with our core values
- Ability to travel for work from time to time
Nice-to-have qualifications
- Active federal public trust (tier 2)
- Prior experience working with the Department of Homeland Security
- Prior experience working in the civic tech space
- Experience working in a remote-team environment

- Ability to obtain and hold a federal public trust (tier 2).
- All work must be conducted within the U.S., excluding U.S. territories. Some federal contracts require U.S. citizenship to be eligible for employment.

- You may be required to complete a company background check successfully.
- Some of our available roles are on federal contracts that require a degree or additional years of experience as a substitute.

Salary
We want to give you the most competitive salary possible. After all, you deserve it! To that end, we use the results of our interview process to determine what salary is most appropriate given your current level of seniority. For an Engagement Manager at Skylight, the current salary ranges are as follows:
- Associate Engagement Manager: $90,000–$125,000
- Engagement Manager I: $120,000–$140,000
- Engagement Manager II: $135,000–$160,000
- Senior Engagement Manager: $150,000–$185,000
- Staff Engagement Manager: $170,000–$203,000
- Principal Engagement Manager: $180,000–$230,000
