Financial Manager

Position Requires Active Top Secret Clearance

This position is an ongoing effort of a large-scale IDIQ supporting national intelligence agencies in Northern Virginia.  There are opportunities for multiple levels of experience including: Entry, Mid-Level, Senior Level, and Expert.  Qualified candidates need only apply to this position once, and, if remaining qualified, may be submitted on multiple Task Orders, until selection.
 
Job Description: 
 
• Participate in technical reviews, program reviews, and milestone reviews;
• Review products and artifacts and provide feedback to the Program Office and contractor;
• Attend and participate in ERBs and IPTs;
• Review contractor engineering change proposals and provide cost and technical recommendations to the program management office;
• Coordinate cost estimates and technical work scope with the program management office and
appropriate project teams;
• Maintain program management office artifacts using Microsoft Excel and PowerPoint;
• Attend Risk and Opportunities board and report status to the program management office;
• Monitor and provide reports on program budget execution; and
• Prepare the month by month yearly spend plan and multi-year program builds.

Experience:

• Seven years of project management experience in terms of cost, schedule, performance, and
risk;
• Experience with developing and working with systems roadmaps and project plans;
• Experience in strategic business planning, business development activities, product concept
development, and information technology engineering;
• Knowledge of the Programming/Planning/Budgeting/Executing (PPBE) cycle and DoD
appropriation types; and
• Knowledge of federal acquisition regulations and how they apply to procurement requests and
new program acquisitions.
• Understanding of the DoD or Intelligence Community acquisition processes;
 
Education:
 
• Bachelors of Science degree in a business related field.
