POSITION TITLE: Subject Matter Expert, L2

Sehlke Consulting is currently seeking qualified candidates for a Financial Analyst/Change Management role. The Contractor shall adhere to overall strategic plans and milestones provided by Navy or Office of the Secretary of Defense leadership. In addition, the candidate will assist with the execution of baseline inventory by developing processes and procedures to obtain necessary key supporting documentation. They shall support the Financial Statement Audit with continuously refined and improved provided by client (PBC) request responses and provide expertise in accounting and audit remediation in execution of POAMs in order to achieve clean baselines. The candidate will assist with development and implementation of key controls around additions/deletions/capital improvements and accounting of such additions/deletions/capital improvements where applicable. Prepare progress and financial condition reports to Navy and OSD leadership. This may include updates to ASN FM&C on a monthly basis in order to show auditability progress. Provide qualitatively support the end to end Notices of Findings and Recommendations (NFRs) process from front-end discovery efforts, discussions, and clarifications with the IPA to issuance, remediation, and sustainment execution. As necessary, develop asset management accounting implementation guidance to be incorporated in FMO memorandum and or Secretariat (SECNAV) level instructions as new FASAB, OMB, and OSD, and FMO standards and policies. Also, as Subject Matter Experts, support production of Process Cycle Memos per asset segment/sub-segment to effectively document financially relevant Navy processes.
OFFICES: combination of work at WHNY (Washington Navy Yard) and Rosslyn, Virginia office location.
TRAVEL: Travel will be required (10-50%)
EDUCATION: Bachelor’s Degree from an accredited United States college or university in a field of study relevant to his/her professional role including Business, Public Policy, English, Communications, or Political Science.
Candidate must have 7 years of full-time (excluding internships) experience within the past 10 years of progressive experience providing financial systems or business systems services, change management services, logistics and asset management services, or financial management business process re-engineering services to the Federal Government agencies or Fortune 500 companies.
LABOR CATEGORY DUTIES / RESPONSIBILITIES:
• Minimum Experience: Experience supporting change management, strategic communications, business process reengineering, or financial management systems implementation initiatives to the Federal Government or Fortune 500 company.
•Experience providing subject matter expertise for acquisition, logistics, asset management, or financial management to the Federal Government or Fortune 500 company.
