Raye IT Consulting is looking for an exceptional and seasoned Management Consultant to support a U.S. Government agency. This individual will work closely with purchasing leads and support the program office by identifying opportunities to make their purchases more efficient. The Management Consultant is expected to understand and translate the unique needs of the organizational department and adhere to procurement administrative lead times and federal acquisitions policies.  

Responsibilities: 

  • Plan, develop and establish the contractual strategy for the overall acquisition program for the organization.   
  • Responsible for the full range of acquisition planning and contract management functions required to support a project. 
  • Serve as a primary representative on contract related task forces. 
  • Make reports to higher headquarters on the status of contracts.  
  • Prepare and maintain current acquisition plans, appropriate milestone charts and related schedules.   
  • Collaborate with team members to integrate project components to meet milestones and deliverables.  
  • Gather and analyze business data to include management information, cost information, and information systems. 
  • Determine trends and provide recommendations.  
  • Prepare business case analysis.   
  • Craft and enforce quality control program.  
  • Work with researchers to develop statements of work, sole source justifications, acquisition plans, and any other necessary contractual documentation   
  • Work with the centralized acquisitions office to determine the best course of action (i.e., fixed price vs. cost reimbursement) for unique contract requirements  
  • Streamline and automate contract tracking and invoicing   
  • Investigate setting up Institute-specific agreements to drive vendor discounts and decrease timelines to acquire necessary products/services (e.g., maintenance)   
  • Work with internal and external offices and vendors to resolve billing issues.  
  • Provide regular reports on the staffing contract to management team.  
  • Develop, implement, and monitor a plan for regular check-ins with contractors, staffing companies, and the OIM management team to assess the overall effectiveness of the OIM contractor staffing program.  
  • Facilitate the renewal of all program office staffing contract mechanisms.  
  • Maintain complete and up-to-date electronic contract files, including a staffing database.  
  • Work closely with the budget office to identify underspent programs and assist them in the creation of acquisition plans  
  • Regularly review the staffing program to assess the need for changes or enhancements to improve services, reduce costs, and/or increase staff satisfaction.  
  • Serve as the single point of contact for professional staffing requirements    
  • Train staff on acquisitions policies and processes where appropriate  

Required Skills: 

  • Bachelor's Degree 
  • 8+ years of proven working experience in project management. 
  • Excellent client-facing and internal communication skills. 
  • Excellent written and verbal communication skills. 
  • Solid organizational skills including attention to detail and multitasking skills. 
  • Strong working knowledge of Microsoft Office. 
  • Experience with project management software tools. 
  • PMP or CSM certification highly preferred 

Qualifications: 

  • One year of specialized experience which includes: 1) Overseeing the full range of acquisition planning and contract management functions required to support a project 
  • Must possess strong organizational and time management skills to meet hard deadlines under pressure. 
  • Must have strong knowledge of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams) and G-Suite (Gmail, Calendar, Google Docs, Meet, and Sheets). 
  • Must be an excellent writer with the ability to craft clear and compelling content. 
  • Must be production and detailed oriented with strong project management skills.
