About the role:
The Senior Proposal Manager is responsible for managing responses to RFP’s, RFI’s, RFQ’s, and SOW’s under the direction of the Chief Growth Officer. The Senior Proposal Manager develops responses incorporating brand standards, facilitates proposal review processes, creates final responses, and tracks potential opportunities through a variety of procurement sites. The Senior Proposal Manager must be passionate about process improvement, clear communication, and committed to proposal excellence and success.
What we are looking for:
- Lead and manage the overall proposal development process from pre-proposal through post-proposal
- Analyze solicitations, identify all requirements, and develop items including: proposal schedule, outline, compliance matrix, kick-off coordination, and others
- Coordinate with internal and external points of contact to procure deliverables to incorporate into proposal responses
- Manage proposal schedule for receiving internal deliverables to meet overall proposal deadline promptly to RFP amendments and implement required changes to proposal
- Ensure win strategy, technical solution, win themes, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
- Conduct proposal reviews for overall quality and adherence to internal best practices and federal procurement guidelines and regulations.
- Maintain compliance with MOI brand standards on all pursuits.
- Track proposal status, complete win/loss rate analysis, and debrief with team for future responses.
- Maintain project profiles, resumes, references, testimonials, and past performance database as required.
- Define, document, implement, and support continual proposal process improvement.
Highly preferred:
- Proven ability to maintain or improve proposal win rates (e.g., achieving 50%+ win rates or other organizational benchmarks).
- Minimum 4 years of experience working with Federal regulations, including FAR and DFARS.
- Proficiency in proposal management tools (e.g., SharePoint, Microsoft Project, Qvidian, RFPIO) and collaboration platforms Advanced skills in Microsoft Office Suite, especially Word, Excel, and PowerPoint.
- Remote with preference given to candidates located in DC metro area.
- Superb project management, time management, interpersonal, and communication skills.
- Proven leadership and motivational skills to manage local and virtual support teams.
- Strong interpersonal relations skills, good personal presentation, must be enthusiastic and highly motivated, and have excellent work ethics.
- Strong writing and editing skills to ensure clarity and compliance in proposal responses
- Deep knowledge of the proposal development process and understanding of Federal procurement cycles
- 4-year college degree or equivalent work experience. At least 4 years of proposal management experience in the Federal sector required.
Clearance Requirements:
- Active TS/SCI with preference given to those with favorably adjudicated Polygraph
Salary Range:
- $140,000 - $180,000
- The determination of compensation is predicated upon a candidate's comprehensive experience, demonstrated skill, and proven abilities
Work Type:
- Remote with preference to candidates based in the DC Metro area
- May require up to 10% travel
