Job Title: Senior Management Analyst
Location: Hybrid Washington DC Area (Remote, Arlington, DC, and potentially other locations as needed)
Overview:
The Program Executive Office Manpower, Logistics, and Business Solutions (PEO MLB) was created to establish successful digital transformation and to optimize program alignment across the Navy and Marine Corps capability portfolios around the globe. Overseeing a portfolio of IT tools and business systems that provide a foundation for the Department of the Navy, PEO MLB provides services for their customers need to perform and complete a mission. Rackner will be working with PEO MLB to provide our expertise and the appropriate support needed to assist the government in the development and execution of certain projects.
About this role:
As a Senior Management Analyst , you will collect, review, and analyze information in order to make recommendations to the Government. You will define the nature and extent of problems. You will analyze relevant data, which may include annual revenues, employment, cost performance, schedule, process flows and performance, or expenditures. Interview managers and employees while observing their operations and develop solutions to problems. In the course of preparing recommendations, you will understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture. Using these discoveries, you will then prepare and solve mathematical models.
You will report findings and recommendations to the Government. Reports are usually submitted in writing, but oral presentations regarding findings also are common. For some projects, you may help implement your suggestions.
Responsibilities:

- Make data driven recommendations and prepare and solve mathematical models
Qualifications:
- Minimum of 10 years’ experience in engineering/science management, operations research analysis or financial/cost analysis
- Significant experience in Federal, DoD and/or U.S. Navy programs or operations
- Bachelor’s degree in either a technical or management discipline
- Prosci Change Management Practitioner, Certified Change Management Professional (CCMP), Change Management Specialist (CMS), or Certified Problem and Change Manager (CPCM) certification
- Secret or Above Clearance preferred
- Some travel may be required
