POSITION DESCRIPTION:

Pioneering Evolution is seeking a Sr. Training Analyst in support of a major U.S. Navy Foreign Military Sales (FMS) program office. In this role, you will directly support the Program Office’s Director of Training (GS-15) as the deputy of the Training Division.  In this role, the expectation is that you will provide strategic and operational level planning and management in support of executing program training requirements. In this position, you will often represent the Training Director in various forums, liaise directly with the allied nation’s supervisory team (Supervisory Group Commander, Training Officer, Operations Officer, etc.), NETSAFA, and various officers in the United States Navy to execute the program’s training objectives.

Your support will include management and execution of ship and shore support requirements for enlisted and civilian personnel while providing leadership and management of the program’s training organization. You will liaison with program executive leadership to ensure training objectives align and support ship production and delivery schedules, define system training and course requirements based on ship configurations, develop and manage training budgets, and plan training conferences. You will provide guidance for training curriculum and oversee Instructional Systems Design requirements and development.  You will also work with program staff members to perform administrative functions including development and coordination of briefings, organizational and performance metrics, official correspondence, deliverables to the FMS customer, and monthly reports.

REQUIREMENTS:

  • B.S. or B.A. in Engineering or other relevant technical or training field
  • Experience as a US Navy Surface Warfare Officer or USCG Cutterman
  • Prior USN or USCG Training Program Management or Branch Chief Headquarters Staff Officer experience
  • Minimum 3 years of foreign military training experience 
  • Ability to obtain a passport/visa and travel internationally.
  • Demonstrated interpersonal skills and the ability to function as a team leader in a demanding environment.
  • Ability to work both independently and with a team to resolve problems.
  • Proven leadership ability
  • Proficiency with the Microsoft Office suite
  • Ability to obtain a secret clearance.

DESIRED EXPERIENCE:

  • Experience developing training curriculum and/or instructing in a military or college environment.
  • Experience with LCS Freedom class ships.

DESIRED TECHNICAL SKILLS:

  • Master’s Degree in one of the following areas of study:  Human Capital Development, Organizational Leadership, International Studies, Operations Research, or Education.
  • Agile Scrum Master Certification.
  • PMP Certification.
