Title: Manager Government Budgets
Report to the VP of Finance
Position Summary
The Senior Manager of Government Budgets is responsible for overseeing the financial planning, forecasting, and contract modification processes for government-funded programs. This role ensures alignment with organizational goals, compliance with federal, state, and local regulations, and accurate financial reporting. Reporting directly to the VP of Finance & Payroll, the Senior Manager plays a pivotal role in supporting the organization’s mission through sound financial management and strategic planning.
Key Responsibilities
- Budget Management and Planning:
- Lead the development and management of budgets for government-funded contracts and grants.
- Collaborate with program and finance teams to align budgets with programmatic objectives and compliance requirements.
- Monitor budget performance, provide variance analysis, and recommend corrective actions.
- Manage Staff allocations
- Financial Projections and Forecasting:
- Develop multi-year financial projections for government-funded programs, incorporating changes in funding levels, program needs, and operational priorities.
- Work closely with program teams to anticipate the financial impacts of programmatic changes or new initiatives.
- Contract Modifications:
- Manage the financial aspects of contract modifications, amendments, and extensions.
- Ensure timely and accurate submission of modification requests to funding agencies, supported by appropriate documentation.
- Collaborate with stakeholders to align modifications with funding requirements and organizational goals.
- Compliance and Reporting:
- Ensure compliance with all federal, state, and local regulatory requirements related to government funding.
- Monitor regulatory changes and adjust processes to maintain compliance.
- Grant and Contract Management:
- Serve as the primary financial liaison for government grant and contract administrators.
- Support program teams in understanding the financial and regulatory aspects of grants and contracts, including allowable costs and budget constraints.
- Track expenditures to ensure alignment with grant and contract budgets.
- Process Improvement:
- Identify and implement improvements to financial processes and systems related to budgeting, projections, and government contract management.
- Establish best practices for forecasting, reporting, and compliance tracking.
- Team Collaboration and Leadership:
- Partner with cross-functional teams to develop robust financial strategies for government-funded programs.
- Provide training and guidance to staff on government budgeting, projections, and compliance standards.
- Contribute to the organization’s strategic planning initiatives by providing financial insights and recommendations.
Qualifications:
- Bachelor’s degree in Finance, Accounting, Public Administration, or a related field; Master’s degree preferred.
- Minimum of 5-7 years of experience in government budgeting, financial forecasting, grants management, or contract administration, preferably in a nonprofit or public sector setting.
- Proven experience with financial analysis, multi-year projections, budgeting, and compliance reporting for government-funded programs.
- Proficiency in financial management systems and Microsoft Office Suite, particularly Excel for forecasting and scenario analysis.
- Excellent analytical, organizational, and communication skills.
- Ability to manage multiple priorities in a deadline-driven environment.

For this role specifically, we are targeting a salary range of $65,000 - $70,000, where the difference in salary is typically determined by several factors, including geography in which the selected candidate resides and alignment with qualifications and experience.
Reporting Relationship:
The Manager of Government Budgeting, Projections, and Modifications reports directly to the Vice President of Finance & Payroll.
