Organization Background 

PAX sapiens (PAX) is the dba name of the Arsenault Family Foundation, a US-based international foundation with the mission of preventing predictable global catastrophes. Our three primary lines of effort are pandemic prevention, preventing armed conflict between the US and China and nuclear risk reduction. We also administer Our Secure Future, which works to strengthen the Women, Peace and Security (WPS) agenda to build a more peaceful word through ensuring women’s full participation in governance.  

Objective and Service Requirements 

In support of our program impact and operating work, PAX is interested in developing an active development strategy to help identify external funders interested in supporting our work directly. 

This RFP solicits bids from entities that have deep experience in development with internationally focused operating and grant making foundations. As a living donor foundation, our unique development goals require a sophisticated approach with experience identifying and cultivating institutional, government and major donor partnerships 

The objective of this consultancy is to work with PAX sapiens to develop and assist with the execution of a fundraising strategy focused on supporting our programmatic work in crisis prevention.  This should include developing an assessment of potential funder prospects, and generating a plan of outreach and prioritization of these funders.  Successful consultants will be invited to extend this to ongoing support of program staff in executing these plans.   

The entity selected will work with the Founder and Principal, VP of Operations, Operations Staff and others as needed 

General responsibilities and scope of work will include: 

  • Working with PAX operations, finance staff, and program staff to understand PAX strategy and unique value-add as a global social impact organization. 
  • Working with PAX program staff to understand the specific program plans and opportunities of our specific issue areas. 

Generating the following deliverables: 

  • A development strategy that identifies in-principle funding priorities for PAX to pursue, based on PAX’s strengths and unique contributions to global social impact. 
  • A prospect mapping identifying both general sources of potential funding and specific funder prospects in line with the strategy. 
  • A plan for the implementation of the development strategy, including any additional capacities or consultant work needed as well as an identification of time or work needed from current PAX staff and capacities. 

Performance Timeline 

This initial contract is for up to six months, with the prospect of extension if the initial phase is successfully completed.  

Proposal Content 

Interested parties must provide:

(1) information indicating that they are qualified to perform the services and have the experience described in the first paragraph of the “Objective and Service Requirements” section above;

 and (2) a cost estimate for the level of effort described in the “Performance Timeline” section above. 

Evaluation/Selection Criteria 

Applications will be judged on the quality of their prior work, and the information provided pursuant to the description in the “Proposal Content” section above.
