Position Summary:

OEF is seeking CVs and/or expressions of interest from Monitoring and Evaluation Experts to provide consulting services to strengthen Gargaara Bank and Somali MSMEs. The project’s primary objective is to enhance Gargaara Bank’s capacity and performance in serving the needs and demands of Somali MSMEs, as well as to promote the formalization and modernization of the financial services sector in Somalia by applying transparent, objective, and standard economic criteria for lending and doing MSME business

The Monitoring and Evaluation Expert will be responsible for designing and implementing robust monitoring and evaluation frameworks to assess the effectiveness and impact of interventions aimed at strengthening Gargaara Bank and supporting Somali MSMEs. This involves conducting thorough assessments, developing key performance indicators, collecting and analyzing data, and providing regular reports and recommendations to ensure the project's objectives are met and sustainable outcomes are achieved. Additionally, the expert will collaborate closely with stakeholders to ensure alignment with project goals and contribute to capacity-building efforts within the bank and MSME sector.

Proposed Experience but not limited to:

Must have a Masters/ Bachelor’s degree in Business Administration, Accounting, Economics, Graduate (Master or Diploma) in Business Administration, Economics, Finance, Agriculture, Social Science or Project Management
Minimum of 7 years of relevant experience in banking / finance at managerial level
Minimum of 5 years of relevant experience in contract and claims management
Minimum of 2 projects (minimum duration of 1 year each) as implementation expert for projects funded by international donors (preferably by KfW or Worldbank)
Previous experience in East Africa (ideally Horn of Africa) is a must
Sound knowledge of the banking and financial sector in Somalia (ideally regarding financing products for MSMEs, Islamic banking and development of financial products)
Awareness and sensitivity to cultural and religious norms in Somalia and preparedness to be based in Mogadishu for the project duration of 3 years
Proficiency in English and Somali is a must

Physical Work Demands:

Able to sit at a computer for extended periods of time.

Able to bend at the waist and reach on a daily basis.

Able to lift and move up to 25 lbs regularly.
