Job Description

This position supports the Air Traffic Organization (ATO), Safety and Technical Training Service Unit, Compliance Services Group, Safety Investigations Team. The Safety Investigations Team ensures the timely dissemination of accurate and unbiased information regarding significant events that occur within the National Airspace System (NAS). These are highly complex programs that are critical to the safe and efficient operation of the NAS; affecting all ATO operational units, and that affect the safety of the flying public.

The incumbent will serve as an air traffic control subject matter expert, with enroute oceanic and enroute Controller Pilot Data Link Communications (CPDLC) experience, at the Joint Air Traffic Operations Command (JATOC) located at the Air Traffic Control System Command Center in Vint Hill, Virginia. Vint Hill is approximately 40 miles outside of Washington, DC. The incumbent will work rotating shifts (24/7) to support JATOC operations. The incumbent will support the JATOC Safety Event Network (JSEN), which serves as the one-stop-shop for initial investigation reporting of an incident, accident, or disruption to the National Airspace System (NAS). The JSEN has a risk-based safety culture assessing compliance and risk. The incumbent will apply his or her comprehensive knowledge of FAA oceanic air traffic operations, policies, and procedures, experience with enroute CPDLC (that helps the aviation industry by reducing time and increasing efficiencies), as well as the NAS to conduct initial safety investigations, report significant aviation events, and disseminate unbiased information regarding those events.

Position will be located on site at the Command Center in Warrenton, VA.

Job Duties:

  • As a subject matter expert, the incumbent will use advanced technical knowledge of and experience separating and controlling air traffic in an oceanic sector(s) of an FAA enroute facility to conduct the initial investigation of highly complex aircraft accidents, near mid-air collisions, major service disruptions, and incidents, which receive significant media interest. The incumbent will possess experience with CPDLC in an FAA enroute environment to improve aviation safety by reducing errors common in voice communications such as readback/hearback errors, control instructions intended for one aircraft taken by another, and transposed call signs.
  • The incumbent will prepare analytical reports concerning aviation incidents and events, and compile and report results of investigations to other JATOC elements.
  • The incumbent will work closely with other JATOC elements to ensure timely and accurate reporting of significant events. The incumbent will work with facility staff and management, and service area quality assurance specialists to investigate and document events that occur. The documentation will include objective information that is reported to FAA senior leadership through the JATOC.
  • The incumbent will assist FAA facility personnel in the compilation and review of audio and radar data, as well as other pertinent documentation in determining causal factors, impacts, and findings regarding high visibility incidents.
  • The incumbent will work mainly independently and has broad discretion to ensure alignment with organizational objectives and policies. The incumbent’s work directly affects the FAA, the aviation industry, and the safety of the flying public.
  • Serves as an “on call” Event Investigations Managers (EIM).
  • Work rotating shifts (24/7) to support JATOC operations.

Qualifications

  • Advanced technical knowledge of and experience separating and controlling air traffic in an oceanic sector of an FAA enroute facility.
  • Detailed knowledge of and experience with the NAS and enroute oceanic air traffic control procedures to assess air traffic services and operations.
  • Knowledge of and experience with enroute CPDLC.
  • FAA facility supervisory and/or quality assurance experience.
  • Experience preparing analytical reports concerning aviation incidents, events, and compiling and reporting results of investigations.
  • Comprehensive knowledge of air traffic operations, policies and procedures as well as of the National Airspace System (NAS).
  • Must have at least 20 years of relevant experience.
  • Technical writing background in addition to ATC and ATSS experience is highly desirable.
  • Preferred bachelor's degree.
  • Experience with the FAA systems FALCON and CEDAR is highly desired.
  • Candidate must be able to pass security background check.
