Position Overview: The Senior Associate, Finance & Administration role is within the Property Operations Department, under the Asset Management Division at NYCEDC. Reporting to the Assistant Vice President of the Public Markets portfolio, the Senior Associate is primarily responsible for, budget, forecasting, tenant billing management and public market’s proper legal and budget filing. 

Responsibilities include communicating with existing and potential Market tenants/vendors (regarding rental payments, arrears, insurance, inspections, defaults, billing disputes, etc.), assisting with leasing/permitting activities, maintain all record keeping necessary to ensure tenant/vendor compliance and other lease administration duties. Prepare, manage, and lead Public Markets revenue and expense budgets while tracking spending /invoice management with Market Managers. The position will report to One Liberty Plaza and occasionally to the NYCEDC managed markets. 

Essential Duties & Responsibilities:

Annual budget and Forecasting 

  • Prepare and manage all revenue and expense budgets and track spending/invoice management/correct billing 
  • Review, process, and approve all market expenses and work with senior staff to reduce operating expenses 
  • Budget Preparation and Billing: This role will be 100% responsible for tracking expenditures and working with our market team on all invoice processing in Concur, creating commitments against the approved budget when work and projects are initiated, and ensuring we are not overspending and that contractors are invoicing appropriately and on time. Assist in preparing the annual property budget, mid-year reforecast, and long-term and larger scale project repairs. 

Leasing 

  • Negotiates leases, licenses, permits, operating agreements and concessions, including specific deal terms, preparation of term sheets, proposals, and counter proposals together with Market managers.  

Tenant Engagement & Coordination 

  • Maintain the Public Markets NYC current tenant contact list. 
  • Represent NYCEDC with tenants, and direct tenant questions to the appropriate EDC team members. 
  • Work with tenants, licensees, permittees, operators and/or concessionaires on all aspects of their agreements with the City and/or NYCEDC, including rental payments, arrears, insurance, inspections, defaults, billing disputes, etc. 
  • Maintain all record keeping necessary to ensure tenant/vendor compliance. 
  • Provide on-site communication between market tenants/vendors and NYCEDC and ensure tenant/vendor compliance with market rules, regulations, and permits/leases 
  • Assist in the continuous development of standard process and operating procedures for the management of asset. Additionally, work with market manager to develop a set of guidelines and recommended best practices for the corporation to use in new lease transactions. 
  • Provide support to all areas of the division as directed or where service or assistance is needed.
  • Other duties as assigned 

Legal and Due Diligence 

  • Ensure all legal and NYCEDC-required documents are submitted in a timely manner for review and approval 
  • Manage all procurement processes related to Public Markets 
  • Work with the Legal, Contracting, and other EDC departments to ensure seamless execution 
  • Other duties as assigned

Requirements:

  • New York City residence is required within 180 days of hire 
  • An undergraduate degree or equivalent experience in facilities management, property management, urban planning, real estate, business, event planning, marketing, hospitality, or a related field 
  • 3+ years of experience in market, building or restaurant management, management of staff and/or tenants with daily oversight of operations, commercial real estate community programming/community development, and/or economic development 
  • Demonstrated communication skills (written and verbal) required in both English and Spanish, including the ability to present to a wide variety of audiences 
  • Dedication to customer service, client coverage and community involvement 
  • Keen sense of urgency and responsibility to achieve deadlines and goals. Enterprising and resourceful, results oriented. Ability to manage projects against tight timelines with a pro-active and collaborative style that works well in teams 
  • General computer skills. Must have aptitude for learning and applying various financial computer programs 
  • Adapt well to changing priorities and circumstances 
  • Ability to work well in the field with minimal oversight 
Salary Range
$80,000$82,000 USD
