Position Description

Local Initiatives Support Corporation (LISC) is seeking to fill the position of Executive Vice President for Lending. The essence of the position will be providing leadership for LISC’s lending activities, creating, and establishing, in close coordination with LISC’s Chief Executive Officer and President, a vision for the role of LISC’s lending in supporting its community revitalization mission, and implementing that vision. This will include reviewing of all aspects of LISC’s lending – policies, procedures, requirements, staffing structure and roles, the credit approval process, and the types of capital LISC makes available as it relates to the needs of the communities LISC serves and the products offered by other intermediaries. Asset classes include multifamily housing, homeownership, charter school facilities, federally qualified health centers, community facilities, commercial facilities, and small business lending.

The Executive Vice President for Lending oversees the operations of the Lending Department. This staff handles the day- to-day tasks of originating, underwriting, approving, closing, deploying, asset managing and ensuring the quality of LISC’s loan portfolio to maintain the highest S&P investment grade rating while meeting community need and impact.

The primary duties of the position include:

Execute Business Plan: Working in partnership with the senior vice president, vice presidents and all levels of the organization to execute and update the business (operating) plan to deliver on the goals of the strategic five-year plan, implementing new processes and approaches to deepen and grow core business lines, broaden and expand services and strengthen internal capacity:

  • Work with senior team to implement annual department and executive-level work plans to ensure that CDFI and CDE are on track to meet goals articulated in the Strategic Plan.
  • Develop and implement internal benchmarks, internal controls and establish processes for staff measurement, reporting, evaluation, and development.
  • Lead the senior management team in creating an organizational staffing growth and succession plan that provides internal infrastructure and ensures capacity to succeed with programs and goals.
  • Lead the performance management process with executive team to ensure all systems and operations are functioning efficiently and effectively to meet growth and performance goals.
  • Ensure proper oversight and ensure an independent structure is in place for asset management and credit risk rating. This includes proactively updating the CEO and Board of Directors regarding the direction of asset quality.
  • Support the risk management and business development of new lending programs and initiatives that may further advance income generation and community impact.

Capital & Fund Raising: Assist the CEO and SVP Treasury, including:

  • Lead efforts to identify and assess new opportunities to fill financing and/or programmatic gaps in the community development sector in alignment with LISC’s strategic direction.
  • Advise CEO on strategy for all grant and other funding applications and serve as the primary point of contact for consultants retained to write the application.
  • Monitor budget in partnership with SVP – treasury to determine adjustment to be made to ensure annual budget goals are met and report to president monthly.
  • Development and implementation of systems for reporting, measurement and supporting revenue generation.

Internal Leadership: Serve as the internal leader of the lending division, providing high-level leadership ensuring functional operational and solid framework for program expansion:

  • Provide for all staff a strong day-to-day leadership presence; support an open-door policy for all staff members.
  • Ensure optimal functionality and efficiency, including efforts to streamline internal data systems across departments.
  • Work with management team to execute a highly effective project management process.
  • Ensure that key impact measurements are in place and utilized to make mission delivery improvements.

Qualifications:

  • Bachelor’s or advanced degree from an accredited college or university or relevant work experience.
  • Minimum fifteen (15) years real estate experience preferably working with LIHTC and/or NMTC or comparable experience in commercial real estate, banking/finance or urban planning.
  • Minimum ten (10) years of progressively responsible management experience, including managing teams with senior management experience.
  • Must have working knowledge of real estate, finance and/or operations.
  • Experience with loan asset management, acquisitions, credit, underwriting in community development.
  • Self-starter and ability to work independently as well as collaboratively. 
  • Proficiency in Microsoft Office suite, particularly Microsoft Excel.
  • Excellent oral and written communication skills with demonstrated ability to represent LISC's mission and work in all internal and external forums.
  • Ability to travel up to 25% of the time domestically.

LISC provides a competitive salary commensurate with experience and location and excellent fringe benefits for this position.
