Rural LISC was established in 1995 and currently serves 140 partner organizations in 49 states and Puerto Rico, comprising a service area of more than 2,400 rural counties.  Our mission statement captures our vision and approach:

Position Description

The national rural program of Local Initiatives Support Corporation (Rural LISC) seeks an Assistant Program Officer (APO) to support program design and implementation in rural places nationwide with a focus on building the capacity of place-based nonprofits to contribute to community strategies. The APO will become familiar with LISC’s suite of services and will support outreach and engagement to the Rural LISC partner network, enabling their access to resources and services to support local community development efforts, with a particular focus on LISC's broadband (working with rural communities to build solutions to affordable broadband access for residents) and digital equity programs (programs for residents to increase digital skills, access to devices, and connection to low-cost internet programs).

Responsibilities 

  • Collaborate with LISC's national programs in financial stability, economic development, housing, workforce development and health as those priorities intersect with capacity building and digital equity programming.
  • Assist with the facilitation and convening of meetings, trainings, and peer gatherings, both in person and virtually.
  • Assist with program funder relationship management and grant reporting.
  • Support identifying funders and drafting proposals for ongoing funding of this work.
  • Support coordination of various work streams with external partners and/or consultants.
  • Support the management and refresh of an evolving set of tracking tools and methodologies for key program metrics.
  • Help draft case studies, concept papers, and/or lessons learned memos as dictated by specific projects or grant agreements.
  • Help craft materials and language for website, collateral, social media, slide decks, and funding proposals.

Program Responsibilities

  • Support continuous improvement and implementation of a multi-pronged national digital equity strategy. The strategy has funded, to date, more than 70 organizations in 25 states and leveraged millions of dollars in investment and will continue to scale.
  • Become an internal subject matter expert on broadband policy at federal level and in key states.
  • Serve as another point of contact within LISC and externally for digital inclusion inquiries.
  • Assume responsibility for special projects and other assignments, as needed.

Qualifications

  • Bachelor’s degree or equivalent relevant work experience.
  • At least two (2) years in nonprofit fundraising or relevant experience.
  • Solution-oriented individual who is self-directed, and able to successfully balance multiple priorities and projects simultaneously.
  • Commitment to accuracy, attention to detail, timely reporting and deadlines.
  • Demonstrated competency with the facilitation and convening of meetings, trainings and peer gatherings, as well as relationship and team-building skills, both in person and online.
  • Excellent written communication skills, with an ability to translate technical information in writing for lay audiences strongly preferred.
  • Experience managing data in various application including Microsoft Excel, Smartsheets, PowerBI and Salesforce is preferred.
  • Mission-driven –passionate about Rural LISC’s work and is motivated to work towards funding the continued mission and vision of the organization.
  • Position requires domestic travel, estimated at up to 20% annually.

Compensation

LISC offers a competitive salary ($57,200 - $71,440) and an excellent benefits package. Salary commensurate with experience and location.

Actual salaries may be based on several factors including, but not limited to, a candidate's skill set, experience, education, work location and other qualifications.
