The Opportunity:

LSNYC seeks a Deputy Director (Housing) for our Citywide Grants & Contracts Unit at the Central Office to manage grants duties related to housing citywide and/or multi-borough grants and contracts, including the following:

The Deputy Director (Housing) will be located at the LSNYC Central Office in Manhattan and will report to the LSNYC Director of Grants and Contract Management.

The Deputy Director (Housing) will directly supervise 3 Central grants staff members—1) the Universal Access to Counsel/Right to Counsel (UAC/RTC) Grants Specialist; 2) the Anti-Harassment/Tenant Protection (AHTP/TRC) Grants Specialist; and, 3) the Grants Associate (Housing). They will also supervise the eviction prevention work of the Benefits & Veterans Grants Specialist. The Deputy Director (Housing) will also work very closely with the Citywide Housing Director & Deputy Director, Borough Housing Supervisors, and Borough Grant Managers and Specialists. The Deputy Director (Housing) may be expected to travel to various borough offices, city agencies, and funder offices for grants and contracts management-related duties. Along with the Deputy Director (General Practice) in Central Grants, the Deputy Director (Housing) in Central Grants will serve as one of the two administrators in charge of the Central Grants & Contracts team in the absence of the Director of Grants & Contracts.

The Deputy Director (Housing)’s job responsibilities will include the following: Partnering with the Director of Grants & Contracts and working very closely with the Citywide Housing Director and Deputy Director, the Deputy Director (Housing) will oversee all aspects of the LSNYC’s citywide housing grants—UAC/RTC, AHTP/TRC and others.

The Deputy Director (Housing) will also work closely with the Compliance Director and the Director of Intake on a variety of housing case data collection and compliance issues. They will also work closely with the Director of Data & Evaluation and other Grants staff focusing on housing data collection and coding to implement housing data collection and reporting changes. Specific duties will include the following:

• Along with the Citywide Housing Director, Deputy Director and Director of Grants & Contracts, serve as a key point person with citywide housing funders on a wide variety of issues, including but not limited to the following: requested reporting changes, OCJ and OCA case referrals; monthly case reporting; annual staffing reporting, audits, data integrity (failed cases), DHCI forms and other forms of income eligibility proof;

• Supervision of Central Housing Grants Specialists & Associates;

• Prepare Annual Citywide Housing Staffing Reports for Citywide Housing Funders;

• Conduct periodic data runs and analysis in response to requests from the Citywide Housing Director and Deputy Director;

• Supervision of the preparation of data-clean-up reports (including the “All Housing” report and eligible case reports) for both UAC/RTC and AHTP/TRC; • Supervision of the preparation of final UAC/RTC and AHTP/TRC reports to OCJ;

• Supervision of the review and correction of DHCIs and application for Benefit Verification Requests;

• Supervision of the income waiver application process;

• Supervision of the UAC/RTC and AHTP/TRC “roll-over”/case carryover process;

• Supervision of the tenant organizing CBO contracts, reporting and invoicing process.

• Supervision of the benchmarking (Goals v. Actuals) process;

• Supervision of the submission of housing case narrative summaries;

• Management of the implementation of new data collection and reporting requirements by housing funders;

• Problem solving around reporting issues related to building cases

• Co-manage housing contract development with the Director of Grants & Contracts;

• Manage citywide housing audits by LSNYC auditors as well as funder audits;

• Cover for Central Housing Grants Specialists and Associate when they are unavailable;

• Manage the updating of the Reported Housing Cases (RHC) Screen in Legal Server;

• And other related grants duties, as time permits, assigned by the Director of Grants & Contract Management.

The Deputy Director (Housing) will work a hybrid schedule (half-remote and half in the office). We seek a candidate with good judgment and strong technical and communication skills. In addition, the successful candidate must have good problem-solving skills and a demonstrated initiative and capacity to complete self-directed tasks and the skills to work with and lead diverse teams. Finally, we seek someone who can both see the big picture and focus on the small details related to grants & contracts management.

Requirements include:

• A minimum of 2-5 years of experience in grants and contracts management is preferred, ideally in the housing area. Familiarity with NYC and NYS grants supporting the provision of civil legal services preferred;

• Significant experience in developing systems for data collection, compliance monitoring, benchmarking and program reporting;

• Significant technical knowledge of and experience with computerized case management systems, including but not limited to, the customization of case management systems, the running of reports, and an ability to extract data to answer questions posed by funders and/or management.

• Strong analytical and problem-solving skills;

• Strong oral and written communication/editing skills.

• Strong abilities in Windows, Microsoft Word and Excel, including the creation of hyperlinks, pivot tables (cross tabs), v-look ups, and data analysis and visualization;

• An ability to work collaboratively within a high paced multidisciplinary environment (borough legal managers and grant managers, directors of administration, supervising and staff attorneys, and intake staff, etc.) with many competing priorities;

• An ability to manage multiple priorities, work under tight deadlines and to exercise good judgment when supporting the borough offices’ grant management and reporting needs; and 

• A strong attention to detail in all facets of the work. In addition, we seek a candidate with a: • Commitment to social justice and DEIB and interest and experience working with and supporting diverse, low-income communities.
