Emergency Management Specialist - Training and Exercise Planner TS/SCI Clearance Required

Helm Point Solutions is seeking a highly-qualified and motivated candidate to serve as a Training and Exercise planner, whose expertise relating to emergency management and antiterrorism issues will be critical in developing exercise and training plans to better prepare for and respond to emergency situations. The individual will be working in support of a contract in Springfield, Virginia with some supporting and travel to St. Louis, Missouri.
Provides expertise, guidance, consultation, and facilitation for the client and project team by planning designing, executing, and evaluating exercises and providing exercise related products.
Oversees the planning and design phases to site, agency, and national level exercises by preparing and disseminating products such as the Exercise Plan (EXPLAN), Controller/Evaluator (C/E) Handbook, Master Scenario Events List (MSEL), player brief, and After Action reports/Corrective Action Plans (AAR/CAP) in the Homeland Security Exercise Evaluation Program (HSEEP) format.
Develops, reviews, coordinates, and implements annual exercise and training plans.
Develops, executes, and schedules all levels of training and administration to include managing Antiterrorism (AT) Level I, II, and IV training requirements for the agency.
Provides operational and staff support to Emergency Management (EM), Antiterrorism/Force Protection (AT/FP), chemical, biological, radiological, nuclear, and explosive (CBRNE) programs, and disaster preparedness requirements within DoD environments.
Represents Emergency Management functions in various meetings and activities by preparing impact statements, briefings, and other forms of correspondence.
Desired Bachelor’s Degree in Emergency Management, First Responder, Antiterrorism, or Security fields or equivalent 4 years of experience in related field in addition to experience requirements.
Seven (7) years’ experience in related Emergency Management, First Responder, Antiterrorism, or Security fields with at least 3 years’ experience in planning designing, executing, and evaluating exercises.
Completion of the Homeland Security Exercise and Evaluation Program (HSEEP).
Desired completion and currency of FEMA/DHS approved Incident Command System (ICS) training or a DoD or civilian equivalent AT Level II Antiterrorism Officer course.
Current Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
