The MOMENTUM suite of awards is a flagship program designed to accelerate reductions in maternal, newborn, and child mortality and morbidity in high-burden, USAID-supported countries. MOMENTUM aims to accomplish this goal by strengthening the capacity of country institutions and local organizations to introduce, deliver, scale up, and sustain the use of evidence based, high-quality maternal, newborn, and child health and nutrition (MNCHN), voluntary family planning (FP), and reproductive health (RH) public and private sector services. MOMENTUM's vision is that all individuals, families, and communities have equitable access to and make use of comprehensive, high-quality maternal, newborn, and child health and nutrition programs, voluntary family planning services, and reproductive health care that best meets their needs. 

Funded by the U.S. Agency for International Development (USAID), the project will build health system resilience in fragile settings and improve outcomes of maternal, neonatal and child health services, and reproductive health and family planning care. MIHR is designed to include a comprehensive, flexible package of support in countries of operation as they overcome context-specific health challenges and progress towards the achievement of self-reliant health systems.

The project is being implemented by an IMA World Health led Consortium of which GOAL is a member. GOAL’s role on the program is as the lead technical advisor on health resilience.

GOAL USA works to understand these shocks and stresses; including conflict, climate change, environmental degradation, rapid unplanned urbanization, weak or unstable governance, inequality and forced displacement all of which interact and threaten the health, safety, and well-being of affected populations.

Description of the Role

GOAL USA is seeking a Program Associate to work as part of its MIHR response, primarily to provide administrative support, but also to engage in research and information collation. The MIHR Program Associate will be based in Colombia and will provide support to the GOAL USA Operations Manager and the MIHR Program Manager in the management of GOAL USA’s MIHR program. The Program Associate will liaise with colleagues across the organization on matters relating to program operational support and team coordination.

This is an exciting opportunity to support and strengthen GOAL USA’s MIHR program and to learn about and engage with a wide range of technical areas relevant to poverty eradication and regional development.

Key Responsibilities

Information management

  • Scheduling and supporting internal meetings within GOAL USA and GOAL USA projects,
  • Prepare minutes and document meetings, discussions, and workshops in support of the GOAL USA Operations Manager and/or MIHR Program Manager and, where relevant, other MIHR Team members.
  • Action Point task setting and follow up using relevant applications.
  • File management and support with document retrieval, archival, saving to MS SharePoint.
  • Develop and maintain databases, spreadsheets, and reports (SharePoint/PowerBi) in support of file management and engage with GOAL USA Operations Manager to ensure coherence.
  • Assist in the coordination and review of periodic reports, budgets, and proposals for GOAL USA projects.

Support to Health Resilience Technical Backstopping

  • Assisting with Technical Working Group (TWG) meeting organization and general support within the MIHR project and consortium
  • Assist in administrative, research, and technical tasks, enhancing the team's efficiency and effectiveness, as directed by the MIHR Health Resilience Lead.
  • Support preparation and formatting of presentations for meetings and workshops. 
  • Conduct literature reviews, including identifying and documenting emerging and best practice in health resilience.
  • Support with fragility analytics in coordination with MERL and Health Resilience Lead. This would include desk reviews, reviewing and compiling the fragility reports, etc.
  • Coordination with country focal points on case studies and success stories in resilience that link to the global learning agenda in MIHR. 
  • Provide or support specific program briefings as requested.

General support responsibilities

  • Organize and manage events, seminars, annual conferences, or workshops for MIHR and GOAL USA under the direction of the GOAL USA Operations Manager.
  • Draft MIHR documentation, such as reports and contracts, based on existing templates.
  • Support administrative (non-technical) engagement and follow up with consultants (securing signatures, receiving documents, etc.).
  • Support with travel logistics and documentation, primarily within GOAL USA but occasionally with MIHR.
  • Some travel may be required as requested by the GOAL USA Operations Manager and/or MIHR Program Manager.
  • Such other duties as may be prescribed by the GOAL USA Operations Manager and/or MIHR Program Manager.

Requirements (Person Specification)

Essential

  • A Bachelors’ degree in a relevant subject; or relevant demonstrable skills and experience to undertake the key functions of the role.
  • Excellent writing capacity, and experience managing and representing numeric, financial, or other information using appropriate methods.
  • Excellent ability in use of Word, Excel, PowerPoint.
  • Interest in humanitarian or development programs; and appreciation of the aims and objectives of GOAL USA.
  • Fluent in spoken and written English and Spanish, French language proficiency a plus.
  • Strong analytical skills and keen attention to detail.
  • Highly organized and able to manage multiple, simultaneous demands.
  • Be able to work in a high-pressure environment and adhere to deadlines.

Desirable

  • Demonstrable, relevant experience in global health, development or related field; or in developing countries.
  • Specific knowledge or experience with humanitarian or development programs, including in fragile contexts.
  • Knowledge of public health or global health issues or interventions.
  • Experience working in fragile contexts.
