The Programme Support Officer (PSO) will play a vital role in Headquarters’ support of GOAL Global, U.S. and LAC Region country-funded programmes and will be part of the Headquarters Operations Team. The role will take place within GOAL's regional offices in Honduras or Colombia. Working in a fast-paced environment carrying out tasks that will address a wide range of GOAL's overseas programmes and headquarter functions, the PSO will be responsible for a wide and varied range of tasks, including grant management and country support.

GRANT MANAGEMENT:

  • As instructed by team leaders, provide support to members of the Operations Team in their administration and management of GOAL’s grant portfolio or other country programme-related tasks during peak periods.
  • Provide support to country programmes in the preparation and quality assurance of reports and proposals, as required.
  • Develop a working knowledge of the mechanisms used to inform key donor agencies, specifically: Irish Aid programme funding and humanitarian instruments; USAID; ECHO; EuropeAid; DFID; etc. Develop familiarity with relevant donor guidelines should support be required.
  • Support the Desk Officer (DO) in written formal communication with donors and follow-up, as requested by the DO. Maintaining a high level of professionalism and diplomacy.
  • Submit proposals and reports using diverse donor portals, such as AAMP (USAID), Single Form (ECHO), email, and other relevant platforms, as requested by the DO.
  • Maintain GOAL's records from all key donors organized and properly labelled in approved working digital platforms.
  • Fill the gap for Licensing/Field/Hiring Officers, as needed.

COUNTRY TEAM AND OPERATIONS:

  • Organize and take minutes of Operations Team meetings, weekly team meetings, and program review committee meetings, and others, as requested.
  • Provide support in the consolidation and revision of annual country plans.
  • Support the Director of International Programs in the preparation of GOAL’s Programs Subcommittee and other management information for GOAL Board Meetings as needed.
  • Work with the Department of Communications and country programme teams to develop and present high-quality case studies, high-impact stories demonstrating change or success stories, and media inputs.
  • Emergency Support - Provide general support to the Desk during emergency response, including sitreps and GMS support.

INFORMATION MANAGEMENT:

  • Provide support to improve management of information and ensure the Grants Management System (GMS) is up-to-date.
  • When necessary, support maintenance of key departmental systems, including the internal SharePoint page and grant management system.

OTHER RESPONSIBILITIES:

  • Be prepared to take on a wide range of other activities as prescribed by the leadership of the Operations Team.
  • Provide inputs and support to the Director of Strategies in the completion of a number of projects, including the finalization, publication, and promotion of GOAL’s Strategy and the implementation of a specific operating model.
  • Translate documents as needed, in Spanish, English, and French.
  • Assist Senior Management in language interpretation and translation during meetings, as required.
  • Assist Senior Management in the preparation of minutes during meetings, as required.

ESSENTIAL CRITERIA:

  • A bachelor's degree in Business Administration, Project Management, Operations Management, or any other relevant subject.
  • A minimum of one year of experience working in an NGO, preferably international, in the field, or a headquarters role. Experience in the field or at headquarters is a benefit, especially in programme-focused functions.
  • Management expertise with demonstrable ability to deliver accurate work on time in a dynamic, multi-priority context.
  • A strong sense of mission and an appreciation of GOAL's goals and objectives.
  • Expert in the use of Word, Excel, PowerPoint, etc. (Microsoft Suite).
  • Great communication and interpersonal skills. Team player. Highly organized. Able to perform various tasks within tight deadlines. Strong analytical skills. Teachable.
  • Advanced proficiency in spoken and written English and Spanish. (This will be evaluated).
  • High or intermediate proficiency level in French (written and oral). (This will be evaluated).  

DESIRABLE CRITERIA:

  • A master's degree in a relevant subject is highly desirable.
  • Demonstrable experience in donor relationship management, including grant management, proposal and report writing, ideally within the development context and/or with GOAL's major institutional donors (Irish Aid, USAID, OFDA, FFP, DFID, ECHO, EU DevCo, UN agencies, etc.).
  • Familiarity with key donor priorities and guidelines for grant implementation, monitoring, and evaluation.
  • Specific knowledge or experience of GOAL's programme or thematic sectors.
