FINANCE MANAGER.

 

GOAL is an Irish international humanitarian organisation founded in 1977 and currently operational in 15 countries working across the crisis to resilience trajectory. GOAL stands with local populations and actors to assist them to overcome crises and on the journey to longer-term solutions. For GOAL, crises are defined as when local systems are unable to respond or continue to function when confronted with shocks and stresses.

GOAL works to understand these shocks and stresses; including conflict, climate change, environmental degradation, rapid unplanned urbanisation, weak or unstable governance, inequality and forced displacement all of which interact and threaten the health, safety and well-being of affected populations.

 

DESCRIPTION OF THE ROLE

GOAL is implementing a multi-year program to support and strengthen the capacity of local NGOs in the North Andes region to provide quality maternal, newborn, and child health (MNCH) services improve MNCH knowledge and practices and outcomes, including in indigenous, mining and/or mining-affected communities. This position is open only to Venezuelan residents / citizens and will be based in Caracas, Venezuela.

The Finance Manager will oversee budget planning and financial management and will manage in-country financial tracking and oversight for GOAL, including grants and compliance, and donor reporting.  This position will report directly to the Project Director with additional reporting lines to GOAL Global and the Finance team based in the GOAL Latin American headquarters (LATAM HQ).

The Finance Manager is responsible for all aspects of financial management, including financial systems implementation compliance, budgeting, expenditure tracking, and financial reporting and accounting for the project ensuring compliance with GOAL internal policies and procedures as well Venezuelan government and donor regulations.

 

KEY RESPONSIBILITIES

  • Oversee financial management, including of sub-awards and subcontracts
  • Lead the preparation of monthly management accounts for GOAL operation in Venezuela
  • Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with GOAL policies and procedures and donor rules and regulations
  • Collaborate with the Project Director, GOAL LATAM HQ finance team in budget planning and financial management
  • Ensure transparency, accountability and effective use of project resources and assets
  • Ensure systems are streamlined between administration, HR, finance, procurement, and programs
  • Lead the annual workplan budgeting exercises in collaboration with the LATAM HQ and Global Finance team and technical team to ensure the activities are captured in the program budget and work plan
  • Lead the completion and submission of the monthly field accounts reporting, including all the supporting documentation, to home office  
  • Prepare and submit timely requests for funds to the GOAL LATAM HQ Office to ensure the uninterrupted flow of funds to implement program activities
  • Work with the GOAL and partner finance teams to ensure the timely review and submission of all financial and operational reports to HQ and the donor
  • Support the Partnership Lead to monitor and ensure compliance of sub-awardees with program financial and contractual rules and regulations
  • Will support the GOAL LATAM HQ Office with other HR, administration, procurement, and coordination requests as needed
  • Review procurements to ensure compliance with accounting guidelines and procedures, and appropriate documentation 
  • Prepare regular and ad hoc reports for GOAL, partners, and the donor as required
  • Represent GOAL with donor and high-level stakeholders as needed
  • Ensure compliance with standard accounting practices in Venezuela
  • Oversee compliance with all related tax requirements in Venezuela

REQUIREMENTS (PERSON SPECIFICATION)

Essential

Education: 

  • Certified public accountant or post-graduate degree in business, accounting, or finance or Bachelor's degree in same areas and at least 5 years of relevant experience to the position requirements

 

Experience: 

  • 3-5 years + experience in financial and operations management of large complex projects
  • Experience managing finance and operations on similar programs

 

Knowledge/skills: 

  • Skilled in development and managing complex budgets,
  • Strong knowledge of financial accounting software, Supervisory experience especially with working with staff in multiple office locations
  • Possess excellent organizational, analytic, oral, and written communications skills as well as demonstrated supervisory experience
  • Ability to work well in a team
  • Professional level of oral and written fluency in Spanish required, preference for candidates with English proficiency

 

Preferred:

  • Experience with SAGE Accounting Systems , Microsoft Dynamic or similar
  • Experience working in an NGO setting
  • Experience in financial management of public health programs, and demonstrated in-depth knowledge of international donor rules and regulations
  • Skilled in Power BI reports
