2024 External Evaluation RFP for Consultant
The Everybody Votes Campaign (EVC), established in 2015, is a national coordinating body focused on narrowing the voter registration gap in communities of color. We are committed to creating a more representative democracy by building and supporting large-scale, long-term voter registration in communities of color. In 2024, we worked with partners in nine states to run large-scale voter registration programs and also ran both mail and digital registration efforts. We partner with local organizations to support accessible, successful, and high-quality voter registration programs that expand access to our democracy for people in communities of color.
As the 2024 cycle draws to a close and registration deadlines pass in our states, we are seeking a consultant to partner with us to develop and execute a rapid evaluation of our work, including looking at our program and organizational goals, interactions and workings with partners, systems and operations effectiveness, and overall efforts toward our mission. The result will be an evaluation report with findings and insights and with recommendations for the next election cycle.
Potential Scope of Work
The scope of work for the consultant will likely include:
- Review of internal and external materials (plans, budgets, memos)
- Creation of an evaluation framework and work plan
- Including the co-creation of evaluation objectives and learning questions
- Development of interview and discussion guides
- Completion of interviews with 50-60 individuals as chosen by the client and consultant
- These may be a combination of individual and group interviews and will include board members, staff, funders, national and state partners, vendors, and other stakeholders. This may be supplemented, though not replaced, with a survey.
- Integration of quantitative summaries and analysis by EVC data and analytics team
- Writing of draft findings, insights, and recommendations
- Facilitation of two to three discussions about draft findings, insights, and recommendations
- Finalization of evaluation report
- Presentation to three audiences of client’s choosing
Deliverables for the project should include:
- Full evaluation report
- Executive summary of the evaluation report
- Presentation deck for the evaluation report
- Up to three presentations to audiences determined by EVC
Ideal Candidate Profile
We are seeking a seasoned evaluator with experience working with both qualitative and quantitative data, conducting both individual and small group interviews, and producing reports that are anchored in analysis of the data collected and narratively accessible and usable. Ideally, this person has either a personal background in electoral/civic engagement programs (including understanding both c3 and c4 organizations) or worked on evaluations directly dealing with those types of programs. Just as important is that the evaluator’s values align with those of EVC and that the evaluation report reflects those values, both in how the evaluation is conducted and how the report is written. EVC’s core values are consistency, curiosity, impact and inclusion.
Timeline
Our goal is to have a consultant hired by the end February 2025, for the evaluation to run from March 2025 through April 2025, and for the final report to be delivered and presented May 2025.
Proposals
Proposals should include a fully defined scope of work and deliverables, a proposed budget and timeline of work, biographies of those that would be part of the evaluation team, and a listing of similar evaluations completed and two to three references. Examples of evaluation reports completed for prior clients are a plus if they can be shared. All proposals should be submitted no later than Tuesday, February 28, 2025.
