ABOUT THE EXCEPTIONAL CHILDREN’S FOUNDATION

ECF was founded in 1946 by a group of parents and community activists who sought to establish a daycare program for children with developmental disabilities. Over the years, ECF’s services expanded to meet the changing needs of its target population, successfully developing and implementing early intervention programs for infants and toddlers, as well as residential, work, and day programs for adults. In 2008, ECF merged with Kayne Eras Center (KEC), adding a K‐12 school and a comprehensive Mental Health Program to its services. Today, with an annual operating budget of $27 million and 375 staff, ECF has become the only organization of its kind in California, offering a full continuum of lifespan services for children and adults with developmental disabilities and other special needs.

As a regional service provider, ECF currently supports more than 4,000 children, adults, and their families at 14 service sites, in clients’ homes, and in community settings throughout L.A. County. We are dedicated to providing a lifetime of services for clients so that they can live as independently as possible, and with the right support, all of ECF’s clients are examples that anyone can grow and succeed.

ABOUT THE POSITION (SEE CANDIDATE PROFILE) 

As a member of the executive team, the Chief Operating Officer (COO) of the Exceptional Children's Foundation (ECF) serves as second-in-command, supporting the Chief Executive Officer (CEO) in the daily operations and administration of the agency. Under the leadership of the President/Chief Executive Officer the Chief Operating Officer (COO) oversees the operations of finance, programs, facilities maintenance, information technology, and human resources. From ensuring seamless policy implementation and fiscal management to fostering a positive work environment and driving strategic initiatives aligned with the organization's mission, the COO plays a critical role in guiding ECF towards its goals. With a focus on efficiency, compliance, and strategic foresight, the COO's contributions are instrumental in shaping the future trajectory of the Exceptional Children's Foundation. 

ROLES & RESPONSIBILITIES

Program Administration          

  • Oversee all facets of program administration, encompassing: Implementing policies, managing finances, enhancing quality assurance and improvement measures, and handling contract management.
  • Spearhead the development of program grants and contracts.
  • Guarantee the financial and programmatic sustainability of programs.
  • Establish and achieve productivity and enrollment targets.
  • Provide vigilant oversight of quality assurance and improvement endeavors.
  • Ensure strict adherence to regulations governing all programs.

Human Resources

  • Ensure adherence to relevant employment and labor laws.
  • Foster regular communication with staff to cultivate a positive work environment.
  • Collaborate with the Director of Human Resources to manage and implement personnel policies, covering areas such as: Compensation practices, employee relations, staff recruitment, with performance management and evaluation systems.
  • Directly oversee ECF's Professional Employer Organization (PEO) and serve as its primary contact person.
  • Supervise ECF's Injury and Illness Prevention and Safety Program, including: Leading ECF's corporate safety committee, and facilitating connectivity between various groups.

Finance Operations & Strategic Leadership

  • Possess an effective leadership style and is an expert in establishing clear goals, providing complete support to the team to accomplish those goals, and recognizing the team for achieving those goals.
  • Collaborate with the executive team to develop, implement, and report on new business opportunities aligned with the agency's mission and strategic goals.
  • Work collaboratively with the executive team to enhance operational efficiency and effectiveness, ensuring contract goals are met, and all aspects of agency policies and procedures are accurately implemented.
  • Participate in and facilitate board committee meetings as assigned by the CEO.
  • Collaborate with executive leadership to formulate budgets and strategies tailored to each department.
  • Offer strategic direction on initiatives aimed at ensuring both short and long-term fiscal sustainability.
  • Ensure meticulous oversight of all financial transactions.
  • Supervise payroll functions to ensure compliance with wage and hour regulations.
  • Forge a close collaboration with the Chief Financial Officer to effectively handle budgeting, accounting, cash flow, and resource management.

Administrative Infrastructure

  • Supervise the maintenance of facilities across multiple sites.
  • Collaborate with the executive team to identify and acquire necessary sites.
  • Ensure sites are certified for service provision, including licensure, Medi-Cal certification, and fire clearance.
  • Oversee the management of agency vehicles, including maintenance and insurance.
  • Manage information technology systems to facilitate efficient information flow.
  • Ensure technology systems align with the agency's infrastructure needs.
  • Execute and renew leases, address legal issues, and maintain corporate and HIPAA compliance.
  • Develop policies, procedures, and systems to address emerging agency needs.
  • Regularly assess overall operations and provide reports to the CEO.

QUALIFICATIONS

  • Minimum of a bachelor’s degree in accounting, finance, economics, business administration, or related field.
  • Minimum of ten (10) years’ experience in progressive responsible roles within senior management positions at a nonprofit organization.
  • Must have managed accounting or finance in the nonprofit sector for organizations with revenue of $10 million and above.
  • Knowledge/Abilities/Skills:
    • Strong computer and database management skills are essential.
    • Proficiency in Microsoft Office, Excel, Adobe, and other database and tracking tools.
    • Familiarity with programs and services for individuals with developmental disabilities (within the last five years).
    • Understanding of licensing, rehabilitation, mental health, and regional centers policies, procedures, and regulations.
    • Ability to manage multiple assignments with competing deadlines.
    • Capability to design, implement, and coordinate operations effectively.
    • Proficiency in applying accounting principles and concepts such as performance, profitability, fractions, percentages, ratios, and proportions to practical situations.
    • Aptitude for solving practical problems with various concrete variables.
    • Availability to travel to various locations as required.
    • Excellent written and verbal communication skills.

COMPENSATION & BENEFITS

We're offering a competitive salary of $210,000 - $230,000 annually.  This is an on-site position in Culver City, California. Benefits include: Insurance: Medical, Dental, and Vision.
