SMX is seeking a skilled Lead Buyer to provide buying support for our C5ISR clients. The ideal candidate will compile, award, and execute purchase orders for materials, supplies, equipment, and services within policy guidelines in a dynamic contractual environment.
Responsibilities:
• Obtains materials, supplies, equipment, and services of a complex nature from suppliers at the lowest cost consistent with considerations of quality, reliability of source, and urgency of need.
• Contacts suppliers, obtains quotations, examines bids, makes awards, places orders, and expedites delivery.
• Negotiates terms and price with vendors.
• Follows up on all awards until completion of order.
• Negotiates and settles with vendors regarding damage claims, rejections, losses, return of materials, overages, cancellations, and other changes.
• Primary liaison between employees or customer personnel and suppliers to answer questions and resolve problems.
• Provides guidance to less experienced Buyers.
• May lead a small team of Buyers on large programs or subsets of major or strategically important programs by coordinating procurement activities and keeping procurement management apprised of any performance issues or concerns with Buyers.
• May review files of peers for compliance with Smartronix procedures.
• Communicates with internal stakeholders about procurement requirements.
• Reviews non-competitive justifications for sufficiency.
• Prepares price analyses using other than adequate price competition.
• Prepares procurement files compliant with SMX procedures.
Required Skills and Abilities:
• Bachelor's degree in related discipline plus 8 or more years of directly related experience in a Federal Government contracting environment. In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.
• Experience working in an approved purchasing system (CPSR) environment.
• Experience working with cross-functional teams in a collaborate environment.
• Experience with processing non-competitive procurements.
• Working knowledge of Federal Acquisition Regulations (FAR).
• Proficient with MS Word and Excel; Costpoint experience a plus.
• Experience with a CPSR
US Citizenship required for work under DoD contracts.

$88,000—$146,600 USD
