SMX is seeking a Technical Program Manager to lead our large-scale Information Technology project in Wiesbaden, Germany. The Program Manager will provide support by providing technical program support to the USAREUR-AF customer.
Essential Duties and Responsibilities
Understanding the operational picture and technical requirements of this task order
Understanding of applications and network systems like those in use by the United States Army European Command and Africa (USAREUR-AF)
Maintain organizational standards of customer satisfaction, quality, and performance
Oversee multiple project teams, ensuring program goals are reached
Perform subcontractor management of multiple subcontracts, and/or purchases/procurements
Supervise assigned subordinate team members
Work with peers and subordinates to identify risks and opportunities across multiple projects
Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders
Develop and maintain WBS and project schedules
Support proposal development: develop technical solutions and conduct capture
Required Skills, Experience & Education
Required clearance: TS/SCI
Project Management Professional (PMP) Certification
GIAC 8570/8140M – IAT III
Must be a US Citizen eligible for TESA status
Managerial experience leading complex network engineering effort
Experience supervising substantial DoD C4 operations which encompass software development, user and network systems integration, and training in diverse operating environments with people of various job categories and skills
8+ years in an project management role with a minimum of 5 years being in support of engineering or IT projects for DoD
Proven skills in manpower utilization, procurement, training, problem resolution, and employee relations
Bachelor’s Degree in business administration, management, or related specialty, OR Bachelor’s in technical field related to project scope (IT, EE, CE, CS, etc.)
Desired Skills, Experience
Experience with Cross-Domain Services, compiling, analyzing, and sharing C4ISR or C5ISR data with Mission Partners (Coalitions and Partner Nations) in a secure fashion
Supporting data lifecycle management, data governance, and/or data analytics for the Army
Familiarity with CyberArk, EAGLE6, Microsoft Identity Manager, CISCO ISE, or other Zero Trust enablement tools
Understanding of U.S. Army shift from net-centric services to data-centric services
