Essential Job Functions:
- Managing the proposal development process for new business opportunities in response to US government RFPs.
- Analyzing the RFP, prepares proposal outlines, and ensuring compliance with RFP requirements.
- Establishing, distributing, and managing proposal schedules and drives progress towards established deadlines.
- Monitoring status of proposal development-related documents for completeness, compliance with RFP requirements, and inclusion of win themes and discriminators.
- Work closely with Business Development to ensure winning messages are incorporated within each proposal, and consistency across all volumes.
- Communicating necessary document edits and updates with Subject Matter Experts, Technical Writers, and Managers.
- Coordinating and preparing final production of proposals to include obtaining final approvals and tracking final submission.
- Additional proposal development roles may include leading and participating in proposal reviews, leading sections and/or volumes, technical writing and editing, and maintaining proposal libraries.
Minimum Required Qualifications:
- Bachelor’s degree in English, Journalism, Marketing, Communications, Business, Engineering/Science, or related field.
- Minimum of 5 years of substantive and demonstrable federal proposal, solicitation and/or project management experience, preferably with Total Contract Value ranging from $75million and up.
- Demonstrated understanding of proposal development process and management techniques.
- Complete understanding of RFP structure and the ability to review and assess RFP requirements.
- Experience with large program and multi-award (IDIQ, BPA) type proposals.
- High proficiency in Microsoft Office Suite, and MS SharePoint, document configuration management tools, and Adobe Acrobat.
- Strong leadership, organizational, planning, communication, and time management skills; the ability to multi-task and work against strict deadlines is critical.
- Strict attention to detail – must be detail oriented.
- Ability to review and edit proposal content for clarity, grammar, and proper use of technical or customer terminology.
- Availability and willingness to work long hours on short notice during high volume proposal development periods.
- Ability to travel occasionally.
