About the Position
Dexis is seeking a Risk Management Specialist to serve as the liaison for Audit Risk Management, Enterprise Risk Management (ERM), Federal Managers Financial Integrity Act (FMFIA), and Freedom of Information Act (FOIA) at United States Agency for International Development (USAID), Bureau for Asia, Program Office (PO).
USAID operates 15 bilateral missions across Asia and three regional missions, including the Regional Development Mission for Asia in Thailand, the Pacific Islands Mission based in Fiji, and the Central Asia Regional office based in Kazakhstan. USAID also has Country Representative offices in Laos and Papua New Guinea.
The Program Office supports all USAID overseas offices with policy development, strategic planning and learning, congressional and external outreach, oversight and accountability, audits and communications, and budgeting and coordination with regional counterparts in the State Department and other bureaus within USAID, including the Bureau for Legislative and Public Affairs (LPA) and the Office of the General Counsel (GC).
The Risk Management Specialist will report to the PO Budget Division Chief. This will be a full-time (defined as at least 40-hour work week) position based in Washington, DC. This is a long-term, hybrid position with an immediate start date.
Responsibilities
- Lead Asia Bureau’s audit response efforts and manages the risks, equities, and visibility associated with audits and inquiries from the Office of the Inspector General (OIG), the Government Accountability Office (GAO), and the Special Inspector General for Afghanistan (SIGAR).
- Liaise with the Mission audit teams as well as assist, track, report, coordinate, review and gather information for all Asia Bureau audits.
- Assist with the completion of the operating unit’s risk profile for submission to the next management level and any follow up on resolution of identified risks by the operating units.
- Assist with the entire FMFIA process that requires each operating unit office directors to assess its implementation of internal controls so that Agency leadership have visibility on where there are weaknesses or deficiencies through the Enterprise Risk Management (ERM) tool and the Agency Secure Image and Storage Tracking System (ASIST).
- Facilitate all FOIA requests for the Asia Bureau.
- Leading, coordinating, organizing, researching, analyzing, liaising and managing in the following tasks: project/program tracking, data analysis and documentation; program document preparation and communications support, country-backstop and field support; general administration.
- Provide expert advice and clearly articulate recommendations to top management officials from inside the agency as well as the key stakeholders in the interagency and external groups.
Qualifications
- MA/MS in Accounting, Business Administration, Management, Finance, or relevant field.
- 10 years of professional experience in audit and risk management.
- Minimum 5 years of experience leading US Federal Government audit responses.
- Experience working abroad, preferably in the Asia region desired.
- Excellent verbal and written communication skills, including presentation of recommendations and drafting of audit memorandums to senior leadership.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Positions require proficiency in the use of Windows, Microsoft Office, Internet search engines, and e-mail applications (Google/Outlook).
- Knowledge of US Federal Government audit and risk management concepts, methods, and techniques; reporting and presentation techniques.
- Ability to implement risk management programs; to analyze risk management; to evaluate agency policies and programs for compliance with applicable laws, standards, rules, and professional risk management guidelines; and to communicate effectively.
- Interpersonal skills that build relationships across multiple USAID stakeholders, Bureaus, and Missions to facilitate the closure of audit recommendations.
- Active Secret security clearance required
