About the Position

Dexis is recruiting for an experienced Operations and Finance Manager to support an anticipated USAID-funded opportunity in Bosnia and Herzegovina to strengthen trust and cooperation among citizens in the country by improving social cohesion through education and peacebuilding practices, engaging media to combat negative rhetoric, and addressing socio-economic inclusion through conflict-sensitive design, implementation, adaptive management and rapid response. This position will be based in Sarajevo, Bosnia and Herzegovina, and is contingent upon contract award.

Responsibilities

The Operations and Finance Manager (OFM) will manage project operations to include the project facilities (such as office space, equipment, and project transportation), administration, logistics, procurement, human resources, budgeting and financial accounting (which includes cash flow management, time sheet recording and daily monitoring of obligations, budgets, and expenditures). The OFM’s responsibilities include ensuring that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW. While not directly responsible for overseeing program development, the OFM will be expected to have a good grasp of the programmatic aspects of the project and be prepared to step in as needed to support the COP and other program staff in all programmatic aspects of the project while staying apprised of the evolution of the local political, legal and economic situation and on how to continuously adapt the program.

  • Oversee the project’s administrative, procurement, and financial systems and reporting in compliance with USAID and local requirements and Dexis policies. 
  • Work with the COP and Program Manager to ensure that all budgets and forecasts are prepared and submitted on time and that funds are spent compliant with USAID regulations, Dexis policies, and local regulations.  
  • Ensure effective systems and processes are designed and implemented for activity implementation, including fraud and risk mitigation procedures. 
  • Manage procurements for the project in compliance with client rules and regulations, local regulations, and Dexis policies.  
  • Manage HR functions such as recruitment, hiring, and performance management, and ensure program, processes, and tools are in compliance with local labor laws.  
  • Coordinate with the Dexis Home Office Program Management Unit on all compliance issues, seeking legal and policy guidance when needed.
  • Supervise the Grants Officer and oversee grants and administrative functions, including risk management, grant selection and management tools, reporting, systems, and procedures.  
  • Ensure continuous liquidity for the project; handle all human resource issues; supervise the day-to-day implementation of all grants made under the program; and investigate and identify new ways of achieving project efficiencies.
  • Oversee logistics for business trips, seminars, conferences and meetings, including international travel.  
  • Track and maintain inventory and submit to the client as requested.
  • Manage local vendor contracts, including leases.
  • Serve as the Acting Chief of Party when so appointed.
  • Other duties as assigned on an ad hoc basis by the Chief of Party.  

Qualifications 

    • Bachelor's degree in a relevant field. Master’s degree preferred.
    • Minimum of eight (8) years working in international development in the administration and operations of donor-funded programs with at least 5+ years of experience in managing and coordinating development programs. 
    • Previous experience in another senior administrative management role on a USAID-funded project.  
    • Excellent abilities to develop and manage administrative and operational systems for multiple, simultaneous activities.
    • Demonstrated understanding of USAID policies and regulations.  
    • Subcontract or grants management experience on a donor-funded project, preferably for USAID.
    • Ability to perform internal control functions to manage day-to-day operations of the project. 
    • Experience with donor-funded procurement requirements. 
    • Experience successfully managing similar complex USAID activities.
    • Demonstrated commitment to customer service and experience.  
    • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders. 
    • Ability to travel throughout Bosnia and Herzegovina, if needed.
    • Professional proficiency in oral and written English and local language required.
    • Experience working in Bosnia and Herzegovina required.
