About the Position
Dexis is seeking an experienced Finance and Grants Manager to support USAID’s Northern Economic and Livelihoods for Youth (NELY) activity based in Benin. This is a five-year project aimed at improving purchasing powers, developing self-sufficiency, and improving inclusion in the modern economic marketplace for men and women vulnerable to recruitment by violent extremist groups.
This position is contingent upon contract award.
Responsibilities
- Support the Finance and Operations Director in activity design, including advising on grant mechanism and developing budgets.
- Ensure activity budgets are allowable, allocable, reasonable, and consistent.
- Review grantee selection to ensure selected grantees match activity objectives and conduct pre-award risk assessment of potential grantees.
- Conduct all required pre-award workflows for grant activities and lead negotiations of grant agreements.
- Ensure timely preparation of necessary documentation for grant evaluation and approvals.
- Oversee the grant lifecycle and support grantees, including monitoring grant implementation, closeout, and expenditures; training grantees; and ensuring that program staff and grantees understand and adhere to grants requirements and relevant policies, procedures, and practices.
- Ensure that activity deliverables are prepared and submitted in compliance with USAID and Dexis' requirements.
- Identify issues that may arise during grant implementation in a timely manner and propose appropriate adjustments.
- Manage finance and accounting funds for in-kind and cash grants, other program activities, and contractor operation.
- Supervise Finance and Grants team.
- Prepare in QuickBooks monthly bank reconciliations for each bank account.
- Review and oversee the Petty Cash fund.
- Maintain liquidity of funds in the field and regular financial reporting.
- Assure that all USG and Beninois regulations and processes are followed, and document any deviation to the stablished procedures with the COP and Finance and Operations Director approval.
- Coordinate with the Dexis HQ Finance team on financial matters.
- Other duties as assigned.
Qualifications
- Bachelor’s degree or equivalent university degree in a relevant field.
- At least seven (7) years of relevant grants and financial management experience, preferably for USAID or other donor-funded programs.
- Working knowledge of FAR, AIDAR, Foreign Affairs Manual (FAM), the Automated Directives System (ADS), and Department of State Standardized Regulations (DSSR).
- At least 2 years of supervisory experience.
- Demonstrated expertise in finance and accounting.
- Demonstrated experience with grants under contracts.
- Experience with accounting systems.
- Ability to prioritize and manage a high-volume workload in a fast-paced work environment.
- Demonstrated leadership, versatility, and integrity.
- Displays creative problem solving in addressing and resolving emerging project needs.
- Strong written and oral communication skills.
- Proficiency in MS Word, Excel, and other basic computer applications.
- Fluency in French required.
