About the Position

Dexis seeks a Team Leader - Strengthening Anti-Corruption Mechanisms and Public Engagement to support the five-year USAID/Mali Sariya Bato program. The project period of performance is February 14, 2024 to February 13, 2029. This is a full-time national position based in Bamako, Mali

Responsibilities

  • Strategic Leadership: 
    • Develop and implement an overarching strategy for anti-corruption and public engagement initiatives, considering project priorities and contextual needs. 
    • Oversee all activities related to combating corruption and enhancing judicial system integrity, ensuring alignment with project goals and international standards. 
    • Ensure the coordination between the vertical and horizontal approaches of anti-corruption efforts. 
  • Team Management: 
    • Recruit, train, and mentor the Anti-Corruption and Justice System Integrity Specialist, ensuring their professional development and well-being within the team. 
    • Plan and coordinate team tasks, assigning clear responsibilities and ensuring deadlines are met. 
  • Coordination and Advocacy: 
    • Establish and maintain strong partnerships with key stakeholders in the anti-corruption field, including civil society organizations, media, and government institutions. 
    • Represent the organization at public events, coordination meetings, and advocacy forums to promote anti-corruption efforts and strengthen public engagement. 
  • Reporting and Evaluation: 
    • Prepare detailed progress reports on anti-corruption activities, highlighting achievements, challenges, and lessons learned. 
    • Regularly assess the effectiveness of anti-corruption strategies and interventions, identifying areas for improvement and proposing recommendations to enhance the project's impact. 
  • Advocacy and Awareness: 
    • Design and implement public awareness campaigns on the dangers of corruption and the importance of integrity in the judicial system. 
    • Collaborate with media outlets and influencers to disseminate anti-corruption messages and encourage citizen participation in the fight against corruption. 
  • Partnership Development: 
    • Forge strategic partnerships with civil society organizations, universities, businesses, and other stakeholders to strengthen anti-corruption efforts and promote a culture of transparency and accountability. 
  • Training Coordination 
    • Coordinate the development and delivery of training programs on anti-corruption measures, integrity promotion, and accountability mechanisms for justice sector stakeholders, including government officials, judicial personnel, civil society organizations, and community leaders. 
    • Collaborate with subject matter experts to design customized training curricula based on identified needs and best practices in anti-corruption efforts. 
    • Monitor the implementation of training activities, evaluate their effectiveness, and make recommendations for adjustments or improvements as needed 

Qualifications 

  • Advanced University degree (Master’s or equivalent) in a relevant field such as political science, law, international relations or international development. 
  • At least 10 years' professional experience in anti-corruption, governance or human rights, with significant experience in project coordination. 
  • Extensive experience as a trainer including in training of trainers. 
  • Advanced leadership, team management and interpersonal communication skills. 
  • Excellent strategic planning, budgeting and project management skills. 
  • Ability to work independently while collaborating closely with team members and external partners. 
  • Fluency in written and spoken French. Knowledge of at least one local language is desirable.

  • Coordination et Plaidoyer :

    • Représenter l'organisation lors d'événements publics, de réunions de coordination et de forums de plaidoyer pour promouvoir les efforts anti-corruption et renforcer l'engagement du public. 
  • Rapports et Évaluation : 
    • Préparer des rapports d'avancement détaillés sur les activités anti-corruption, en mettant en évidence les réalisations, les défis et les leçons apprises.

  • Développement de Partenariats :

  • Cordination de la formation : 
    • Coordonner l'élaboration et la mise en œuvre de programmes de formation sur les mesures de lutte contre la corruption, la promotion de l'intégrité et les mécanismes de responsabilisation pour les acteurs du secteur de la justice, y compris les fonctionnaires gouvernementaux, le personnel judiciaire, les organisations de la société civile et les leaders communautaires. 
    • Collaborer avec des experts en la matière pour concevoir des programmes de formation personnalisés en fonction des besoins identifiés et des meilleures pratiques en matière de lutte contre la corruption. 
    • Surveiller la mise en œuvre des activités de formation, évaluer leur efficacité et formuler des recommandations pour des ajustements ou des améliorations si nécessaire. 

Qualifications : 

  • Diplôme d’études supérieures (Master ou équivalent) dans un domaine pertinent tel que les sciences politiques, le droit, les relations internationales ou le développement international. 
  • Expérience professionnelle d'au moins 10 ans dans le domaine de la lutte contre la corruption, de la gouvernance ou des droits de l'homme, avec une expérience significative en coordination de projets. 
  • Expérience approfondie en qualité de formateur, y compris celle de formateur des formateurs. 
  • Compétences avancées en leadership, en gestion d'équipe et en communication interpersonnelle. 
  • Excellentes compétences en planification stratégique, en budgétisation et en gestion de projet. 
  • Capacité à travailler de manière autonome tout en collaborant étroitement avec les membres de l'équipe et les partenaires externes. 
  • Maîtrise du français à l'écrit comme à l'oral. La connaissance d’au moins une langue locale est désirable
