About the Position

As the Monitoring, Evaluation, and Learning (MEL) Specialist for the USAID Sariya Bato project, you will play a critical role in ensuring effective monitoring, evaluation, and learning across all project objectives. You will be responsible for designing and implementing M&E frameworks, systems, and tools to track progress, measure outcomes, and assess the impact of project interventions related to Objectives 1, 2, 3, and 4. Your work will contribute to evidence-based decision-making, adaptive management, and continuous improvement of project activities. 

Responsibilities

  • Develop comprehensive MEL plans, including performance indicators, data collection methodologies, and evaluation frameworks, aligned with the project objectives and donor requirements. 
  • Assist with preparation of the annual Sariya Bato AMELP, Work Plan, and periodic reports and monitor progress against project goals and deliverables. 
  • Design and implement monitoring systems to track progress against project targets and milestones, ensuring timely collection, analysis, and reporting of data. 
  • Conduct regular monitoring visits to project sites to verify data quality, assess implementation fidelity, and identify challenges or bottlenecks that may affect project outcomes. 
  • Lead or contribute to Business Process Analysis (BPA), evaluations, assessments, and research studies to measure the effectiveness, efficiency, and sustainability of project interventions, including baseline studies, mid-term evaluations, and final impact assessments. 
  • Analyze MEL data to generate insights into project performance, trends, and lessons learned, and communicate findings to project stakeholders through reports, presentations, and knowledge products. 
  • Facilitate participatory MEL processes with project staff, partners, and beneficiaries to promote ownership, learning, and accountability. 
  • Provide technical assistance and capacity building support to project staff and partners on MEL concepts, methods, and tools, fostering a culture of data-driven decision-making and learning. 
  • Collaborate closely with project teams, including technical specialists, program managers, and partners, to integrate MEL findings into project planning, implementation, and adaptive management processes. 
  • Ensure compliance with donor reporting requirements and contribute to the preparation of high-quality progress reports, donor reports, and other deliverables related to MEL. 
  • Based in Bamako, but will require travel outside Bamako to conduct program monitoring 
  • Other tasks as assigned 

Qualifications 

  • Bachelor's or Master's degree in a relevant field (Master’s degree preferred) such as international development, economics, statistics, public policy, or a related discipline.
  • At least 8 years of professional experience in monitoring and evaluation, preferably in the field of justice sector reform, anti-corruption, governance, or related areas including at least 5 years working with USAID funded programs preferred 
  • Strong technical skills in MEL methodologies, including designing surveys, conducting quantitative and qualitative data analysis, and using MEL software and tools.  
  • Experience with project management tools and approaches, including logical frameworks, results frameworks, and theory of change models. 
  • Excellent analytical, writing, and communication skills, with the ability to distill complex information into clear and actionable recommendations. 
  • Proven ability to work effectively in multicultural and multidisciplinary teams, with demonstrated leadership, diplomacy, and interpersonal skills. 
  • Familiarity with donor regulations and reporting requirements, particularly for projects funded by USAID or other international donors. 
  • Fluency in French and English (both written and spoken) is required; proficiency in local languages would be an asset.

  • Effectuer régulièrement des visites de suivi sur les sites du projet pour vérifier la qualité des données, évaluer la fidélité de la mise en œuvre et identifier les défis ou les obstacles qui pourraient affecter les résultats du projet. 
  • Diriger ou contribuer à l'Analyse des Processus Métier (BPA), aux évaluations, aux évaluations et aux études de recherche pour mesurer l'efficacité, l'efficience et la durabilité des interventions du projet, y compris les études de référence, les évaluations à mi-parcours et les évaluations d'impact finales.
